BDO Waterhail, contractor ditch DC Budgam’s order, not ready to start 14th FC works

BUDGAM, July 27: Residents of Jawalapora village in this Central Kashmir district are up in arms against the concerned Block Development Officer (BDO) as the officer is ‘shielding’ a contractor who is not carrying out works allotted to him more than a year back.
A group of villagers told Early Times that the work involving construction of protection bunds was allotted to a contractor more than a year back. The contractor did not carry out the required work since he took refuge under the law & order situation that emerged in Kashmir following the abrogation of Articles 370 and 35A on August 5 last year.
“Last year we could not force him to carry out the work since the situation was not conducive for the same. However, he has been ditching us like anything since the onset of working season this year.
The development works are being carried out across the union territory, but our village has been left out of the same,” said the villagers.
The villagers said that when they contacted the contractor he told them that works cannot be taken up since the water of the canal has to be used for irrigation purposes by the farmers. They said that since they are the farmers they have no objection in stopping the flow of canal as the work would be completed in two days.
“The worst part of the story is that we approached the concerned BDO with the hope that he would come to our rescue, but that was not to be. He came out in defence of the contractor since he has received commission from him in advance. If this is the state of affairs how can you expect development works to be taken up,” said villagers.
It would be in place to mention here that Jawalapora village comes under Waterhail block and the BDO of this block is looking after the functioning of Khansahib, Parnew and Soibugh blocks as well. The locals said that the contract should be given to some other contractor since among them has shown his willingness to carry out the work.
“The Deputy Commissioner Budgam had on July 13 issued orders that works supposed to be completed under the 14th Finance Commission should be taken up positively within four days. This did not happen and we continue to suffer since the protection bunds are very important for the overall irrigation facilities in many villages including our village,” said the villagers.
The villagers appealed Deputy Commissioner Budgam, Shahbaz Ahmad Mirza and Director Rural Development Department (RDD) Qazi Sarwar Ahmad to take note of the matter and ensure that stern action is taken against the BDO and the contractor.
