Powerful PWD JE stays put at Pouni for 9 years

REASI, July 27: A Junior Engineer (JE) of Public Works Department (PWD) is so powerful that he continues to be posted in the Pouni block of this district for the past nine years or so. The JE ensures that his name is dropped from the list of engineers who are to be transferred.
Sources told Early Times that the JE is openly flouting the norms since he has not been transferred out of the Sub-Division Pouni for the past nine years. They said the JE is virtually running the show at the Sub-Division office and the same has been hijacked by him.
“There is a set procedure according to which the engineers posted in the different departments are transferred after every two years, but that is not the case with this JE. Every time the order of his transfer is issued he ensured that the transfer order in his case is cancelled and he stays put at Pouni office,” said sources.
Sources said the JE ensures that contracts are allotted to his own contractors without following codal formalities adding that recently a contract worth around eight lakhs was allotted to a contractor without a proper tender or e-tendering. They said that it was the JE who allotted a contract to a contractor involving construction of a wall at Bamla that crumbled despite spending 15 lakhs on the same.
“As the wall crumbed the locals of the village lodged complaint with the many higher ups of the department with the hope that action would be taken. No action has been taken up with the JE continuing with his services at Pouni Sub-Division. This gives an impression that he is above the law and nobody can act against him,” said sources.
When contacted Chief Engineer PWD Jammu, Ashok Kumar Kikloo said that action under rules would be taken and the same would be known very soon. In the meantime, the locals have asked the Chief Engineer to write a letter to Anti Corruption Bureau in order to carry out probe with respect to assets raised by the JE.
