10 years on, people await completion of HSC building in Sailani

Mendhar, Nov 15: Contrary to tall claims of the authorities to provide improved medicare facilities to far-flung areas, the Health Sub Centre (HSC) Sailani in Mankot tehsil of Poonch district is still waiting to get functional from its own accommodation as the building being constructed for it is yet to be completed even after ten years.
Since the building for the HSC is incomplete, the health institution is being run from a rented accommodation there by putting undue burden on the state exchequer.
Locals of the area attribute the delay in completion of the construction work to the negligence of Public Works Department and the unprofessionalism of the contractor carrying out the job.
They said that the incomplete building has become an eyesore for the people of the area.
The people criticized the Public Works Department and said that the work of the building was started in 2010 but could not get completed after ten years.
Local Sarpanch Khalid Hussain Chauhan said that the contractor has been missing for the last several months but no attention is being paid to it, adding that he should be made accountable for the inordinate delay.
He said that the health department spends thousands of rupees annually on rent but had no interest to get the under construction building completed.
The Sarpanch said that he had approached the senior officers of the district administration several times but so far no concrete steps have been taken to complete the building. Sarpanch said that he had raised the issue in the Back to Village-3 programme and also in one of the meetings chaired by District Development Commissioner, Poonch but nothing has been done.
Sarpanch and people of Sailani appealed to the District Development Commissioner, Poonch to direct the Public Works Department to complete the building at the earliest.
