In Anantnag, FCS&CA officials violate Model Code of Conduct

Anantnag, Nov 15: The officials of the Food Civil Supplies and Consumer Affairs Department are brazenly violating the Model Code of Conduct by effecting transfers and postings, Early Times learnt on Sunday.
According to documents, the Assistant Director Food Civil Supplies and Consumer Affairs Department Anantnag has transferred a dozen of employees to their choicest places since the Jammu and Kashmir Election Commission announced 8-phase maiden District Development Council (DDC) polls.
On 11th of this month, the officer has issued the latest transfer order of an Assistant Store Keeper. The employee was transferred along with others in the month of September-October on the directions of Director Food Civil Supplies and Consumer Affairs Department.
“Copy forwarded to TSO Srigufwara B, with the direction that he will utilize the services of mentioned employee wherever required. TSO H.Toor will relieve Haroon and will make an alternate arrangement at his place of posting,” the order (FCS&CA/AD/ANG/3423-24 Dated 11-11-2020), issued by the officer reads.
According to Joint Director’s communiqué, the Assistant Director Food Civil Supplies and Consumer Affairs Department Anantnag had recommended the transfer of the said employee vide letter No. FSC/CA/AD/ANG/3260 dated 20-10-2020.
Sources revealed to Early Times that the officials of the Food Civil Supplies and Consumer Affairs Department had restarted affecting transfers by charging hefty money from the employees.
“On the directions of Director Food Civil Supplies and Consumer Affairs Department the massive reshuffle was affected in Anantnag and those who had never moved out of the offices were sent out to field, however now what we are witnessing is shocking. Those employees who pay bribes and bow before the influential union leaders are being shifted to their choicest places,” an employee, who pleaded anonymity, said.
He alleged that the officials at Anantnag were taking Rs 30,000 for effecting transfers. “This money is also shared with top officials,” he alleged.
Assistant Director Food Civil Supplies and Consumer Affairs Department Anantnag has brought back around a dozen employees from the places they were posted on the directions of Director FCS&CA.
The FCS&CA said that the Assistant Director Food Civil Supplies and Consumer Affairs Department Anantnag has also kept nine employees at Anantnag headquarters but despite the passage of over two months now he has not assigned any work to them.
Director FCS&CA Bashir Ahmad Khan admitted that affecting transfers during these days was a violation of the Model Code of Conduct and assured that he will look into it.
