Violation of Brick Kilns Regulation goes unabated in Pouni
Sarpanch alleges inaction from police, local administration

Jammu, Dec 22: As the administration of Union Territory J&K under the leadership of Lt Guv Manoj Sinha and the central government are leaving no stone unturned to strengthen grass root public institutions by implementing 73rd and 74th amendments of Constitution in J&K, the elected representatives still find themselves as victim of red-tapism.
The officers are not only disobeying the advice of elected representatives, but they are reluctant to implement the Court's direction as well. “The J&K High Court on October 21, had directed UT administration to strictly adhere rule3 and section 21 of J&K Brick Kilns Regulation 2011”, said Dwarka Nath, Sarpanch Laiter Panchayat of Pouni Block, adding that after lapse of the two months, these directions have not been implemented and illegal storage and sale of bricks goes on unabated.
He said that due to failure of local administration, the violation of J&K Brick Kilns Regulation 2011 goes on unabatedly. “Some local residents of the Pouni town, using muscle and money power, by violating the rules are running a brick mafia under the nose of the Tehsil administration. They purchase bricks from Punjab on large scale and dump them in Pouni town, which is further being sold to the public”, he said.
He said that as an elected representative of Panchayat, he took up the matter with concerned Tehsildar and the SHO, but they did not pay any heed over this issue. “At least five-six families in his panchayat are indulged in this illegal trade that is also taking toll on state exchequer, the local manufacturers pay fees for operation of brick kilns to the government and also pay taxes. But those who are agents and illegally store the bricks have no liabilities”, he said adding that they evade taxes and fees under rules. Although, the local administration was also aware of it, but yet, criminal silence of administration smells like that they have hands in glove in this illegal trade.
He said that he took-up the matter with the industries department still then no action has been taken. “Disappointed over cold response from the concerned magistrate and SHO, took-up the matter with Manager, District Industries Centre, Reasi who further conveyed the violation of rules to SDPO Reasi, seeking action against the violators, but still no action on the part of concerned Police has been taken yet”, he added.
SHO Pouni Jeet Singh and Tehsildar Pouni Lekh Raj could not be contacted for their comment over this issue. Meanwhile, the Sarpanch urged the Lt Guv to make at least the tehsil and block level officers accountable to elected Panchs and Sarpanchs, so that their grievances could be heard and solved at their level.
