Early Times Report

JAMMU, Dec 22: Facing continuous callousness from the authorities hundreds of engineers in Power Development Department (PDD) who have suprrannuated on the post of Chief Engineers, Superintendent Engineers or Executive Engineer's are drawing their pension on the post of AEs or AEEs held by them decades back.
Despite giving promotion to higher ranks in their own pay and grade with charge allowance these officers have never been given promotions to the incumbent post they held during retirement or before that due to wrong policies of establishment and callousness of authorities.
Presently hundreds of engineers in PDD and some works departments are facing this problem but the Government has failed to redress the same.
According to sources the problem is not confined to PDD only but in works departments like PWD, Irrigation and Flood Control as well as PHE and UEED.
Sources said various bodies of degree engineers have taken up the issue with higher ups in the Government several times but to no avail.
The confirmation to the post has to be given by the Public Service Commission but the authorities in Civil Secretariat have failed to refer the posts to PSC for years together with the result these engineers were not confirmed to the higher posts on which they attained superannuation, sources added.
Sources said this way engineers have been put to as heavy loss if pay and pension and after retirement they came to know of it after knowing that they lose a bug chunk of pension every month.
Sources said files of many engineers are pending in Civil Secretariat but the authorities are not bothering to move them forward or dispose off them to settle the issue once for all.
Sources said this is also one of the causes for breeding corruption in engineering departments in J&K.
Sources said some engineers have now sought the intervention of Lt Governor in the matter pinning a last hope in him.
Sources said some of the engineers even left this world and their dream was never fulfilled in their life time.
Sources said the bureaucrats who are main hurdle creaters in granting promotions to the engineers by keeping files pending rise to the higher levels getting superscale etc but they never take pains in settling the case of engineers.
