JK Govt employees asked to upload monthly performance, but what about babus ?

Jammu, Feb 18: While the administration on February 17 directed all its employees and those working in public sector undertakings (PSUs) to upload their monthly achievements or performance on J&K Employees Performance Monitoring Portal by or before 7 of every month from March, there are no such orders for the senior officials, who are accused of “babu raaj” allegedly sabotaging vision of Naya Jammu and Kashmir.
As per the orders issued by Principal Secretary to the government: “All Employees Working in various Government departments, PSUs and Organizations shall upload their monthly achievements/performance on J&K Employees Performance Monitoring Portal on https://epm.jk.gov.in by or before 7 of every month w.e.f. March 2022.” “All the reviewing/ Controlling Officers shall review the self assessment of their immediate subordinates by 15th of every month,” the order added.
While the administration claims to have launched the Employees Performance Monitoring Portal for capturing their monthly achievements and work done, no such portal, it seems, has been created for the senior officials like the Heads of the Departments.
The government employees are making an argument in this regard. “What about the officials on deputation in Jammu and Kashmir who are accused of sabotaging the vision of Naya Jammu and Kashmir as envisioned by Prime Minister Narendra Modi Ji?
Who will monitor their performance and if their performance was being monitored till now,” said some employees on the condition of anonymity. The employees said their performance was supposed to be directly proportional to the performance of their bosses.
“The governmental setup has traditionally been a top down approach where performance is decided by the top level. But here the Sahibs are being given a clean chit,” the employees said.
The administration in Jammu and Kashmir has been accused of “babu raaj” at various forums including print and electronic media.
Some of the officials on deputation are being accused of misconduct and corruption which is leading to alleged “public alienation.”
And Jammu is bearing the “brunt of the problem.” Several prestigious including development of artificial lake in Jammu couldn’t see light of the day.
The healthcare sector in Jammu is so badly affected that during the Covid pandemic, the winter capital region suffered highest mortality.
When contacted an official told the Early Times on the condition of anonymity that the performance of senior officials was being monitored on a different lines.
