EARLY TIMES REPORT JAMMU, May 16: The conversion of erstwhile J&K state into a Union Territory headed by a Lieutenant Governor, has so far failed to make any change in the transfer policy of the Higher education department, which have continued to follow the old trajectory of shuttling influential faculty members between city colleges while swapping positions of some and the rural colleges are still deprived of permanent faculty members. The transfer policy of the Higher Education Department is in complete contravention of the transfer policy of state government and works in such a way that the influential faculty members have continued to shuttle between few colleges in Jammu city, while few shuttled in the colleges, fall either along the National Highway between Kathua, Samba, Jammu, Udhampur or in plains of these districts.
