Disposal process of files sluggish, most ministers stay away from offices
First time ministers' bearing on work, public dealing undesirable

Jammu, June 22: Even as PDP-BJP alliance government is trying ride on the same pedestal for smooth governance, all is not well with the functioning in ministries, with most of the ministers for whom it is a maiden term, at a loss to understand their jobs and deliver effectively. Ministers of both PDP and BJP, majority of who are first timers in any government are taking too long for disposal of files within their ministries due to lack of proper knowledge and experience. They too chose to stay away from offices and often remain disconnected with the routine crowd converged in Secretariat.
Sources said while almost all BJP ministers have been frequenting to Jammu every next day on official tours with one or the other pre text, PDP ministers for whom political expediency doesn't warrant such visits to Jammu, too are not making regular attendance in their offices in Srinagar Secretariat. Even when the BJP ministers make it to offices, they choose to stay away from crowd during the visiting hours as well. Surprisingly many PDP ministers are also conducting themselves in the same way, notwithstanding the fact that crowd comprises of people from Kashmir constituencies of PDP, sources further said.
Sources said while the ministers have been making irregular attendance in official chambers for quite some time, lately they are attributing it to Board meetings which have begun recently. With Durbar at present in Summer capital, the crowd of visitors to civil secretariat comes from different quarters of Kashmir but ministers are avoiding to face or listen to them, though unintentionally, said the sources adding that most of them are not able to cope with what they see as additional burden of workload. When faced with such situations, ministers choose to spend time in their retiring rooms adjacent to official chambers, said the sources within the Secretariat.
However, what is leaving adverse impact of their maiden stint as ministers is on disposal of official files the process of which is too slow even in important ministries like Finance and Planning. The files have piled up in various ministries due to lack of knowledge and experience of dealing with the specific work. This work is conveniently left to be handled by the bureaucrats who in turn are taking their time to clear them or push to concerned quarters. This heavy dependence on bureaucracy is taking toll on collective functioning of the ministries coupled with their erratic presence in the offices, sources further said. First time ministers are albeit more than particular and concerned for their status related privileges and luxuries like protocol, official vehicles, galabandobast at their official residences, it being their maiden entry in the power corridors. They see to it they get everything what they are entitled as ministers, sources said
adding that for any minor deficiency or dearth of such power privileges results in a loud outcry, as seen recently with a couple of BJP ministers with regard to official vehicles.
