Irish experiment may not prove successful in taming militants in J&K

Jammu, July 25: The Deputy Chief Minister,Dr Nirmal Singh,has come up with a novel idea on the need for tackling militants operating in Jammu and Kashmir.In this connection he wants to repeat over 300 year old experiment that was conducted in Ireland for taming rebels.
Yes,Dr Nirmal Singh,being a professor who has remained engaged in teaching history to students of the University of Jammu,has been able to pull the Irish experiment out from the realms of his knowledge.And this experiment he plans to conduct on those boys who were trying to join militant groups in Kashmir.
Well the theoretician in Nirmal Singh has overshadowed the politician in him because he has stated that government "can deal with young militants the way Ireland government dealt with its rebels in 1798.""We are aware of the fresh trend in Kashmir. They (youth) are being misguided by some anti-national elements," he claimed. "We have heard about such things (rebellion) in Ireland and also read how the then Irish government dealt with its rebels. We can take a cue from the then Irish government's policy and accordingly take steps to deal with the situation (in Kashmir)."
But the man who is well versed in the art of teaching history should know that there is a lot of difference between the trouble in Ireland and the one in Jammu and Kashmir.In Ireland the trouble had some religious trappings while the trouble in Jammu and Kashmir is political and has the backing from agencies in Pakistan. Singh seems to have simplified the problem and its solution in the Kashmir valley.He has stated that the young boys in Kashmir need to be engaged in the development process and the educated lot should get jobs. "For that, we are seriously pursuing recruitment policy besides streamlining our recruitment agencies to ensure timely jobs to youth," he has said.
However,the genesis of the Irish rebellion was some what different from the genesis of the turmoil in Kashmir.The Irish rebellion of 1798, also known as the United Irishmen Rebellion, was an uprising against British rule in Ireland lasting from May to September 1798. The united Irishmen, republican revolutionary group, influenced by the ideas of the American and Fresh revolutions, were the main organizing force behind the rebellion. The then British establishment responded to widespread disorders by launching a counter campaign of martial law and other harsh steps like torture of captives.
The Irish Rebellion of 1641 began as an attempted coup d'état by Irish Catholic gentry, who tried to seize control of the English administration in Ireland to force concessions for the Catholics living under English rule. The coup failed and the rebellion developed into an ethnic conflict between native Irish Catholics on one side, and English and Scottish Protestant settlers on the other. This began a conflict known as the Irish Confederate Wars. The rising was sparked by Catholic fears of an impending invasion of Ireland by anti-Catholic forces of the English Long Parliament and the Scottish Covenanters, who were defying the authority of King Charles I (king of England, Scotland, and Ireland). In turn, the rebels' suspected association with Charles helped start the English Civil War. The English and Scottish Parliaments refused to raise an army to put down the rebellion unless it was under their command rather than the King's.
The Irish rebellion broke out in October 1641 and was followed by several months of violent chaos before the Irish Catholic upper classes and clergy formed the Catholic Confederation in the summer of 1642. The Confederation became a de facto government of most of Ireland, free from the control of the English administration and loosely aligned with the Royalist side in the Wars of the Three Kingdoms. The subsequent Irish Confederate Wars continued in Ireland until the 1650s, when Oliver Cromwell's New Model Army decisively defeated the Irish Catholics and Royalists, and re-conquered the country. If Dr Nirmal Singh wants to tackle militancy by doling out jobs and by engaging boys in development process he should know that this experiment has been conducted in a phased manner during the last 25 years but without any much success. In the Irish experiment there is no mention of giving jobs to the rebels.Does Singh mean to raise a new Army that could defeat militants as Cromwell's New Model Army defeated the Irish catholics and Royalists to conquer the country? Instead of repeating the Irish experiment let the state Government improve the level of governance by increasing job avenues,agricultural and industrial production and by holding sustained talks with militants,separatists and those who matter in the state.
