J&K govt puts cardiology deptt on Ventilator!

Jammu, July 25: All is not well in Health and Medical Education Ministry! A doctor with controversial past has been given responsibility of operating upon cardiac patients, carrying out interventions and in what could be termed as bizarre instructions, video-graphing work being done by other cardiologists in the department.
Such are connections of this high profile doctor that he manages inquiries, fake complaints and compliance from the Health Ministry of his whims and fancies. If the sources are to be believed, Choudhary Lal Singh who is otherwise known for being unrelenting has given this high profile doctor what is being termed as undue access to his home.
Complaints have been pouring in against this Doctor but none from Principal Dr. Ghanshyam to the Health Secretary Dr. M.K.Bhandari have courage to take this high profile video-making doctor head-on. His name is Dr. Dharminder Kumar. Blessings of administration especially the official running the show from the civil secretariat have already taken this doctor to heights of success and achievement.
A lecturer in medicine, Dr Dharminder Kumar was promoted as Assistant Professor on March 14, 2013 for a period of six months, subject to clearance of the PSC. The PSC turned down the proposal, as these two doctors were not fulfilling the promotion criteria but the then Health and Medical Education minister Taj Mohiuddin made it a prestige issue and ensured that Dr. Dharminder was designated as Assistant Professor.
Their promotions were approved by the then minister in violation of norms and in supersession to their seniors. Under rules, promotion of Assistant Professors is required to be confirmed by the PSC but Taj cared for none and went ahead making Dr. Dharminder, Assistant Professor. Prior to Taj, the then Director of Sher-e-Kashmir Institute of Medical Sciences (SKIMS) Dr Sheikh Jalal-ud-Din brazenly violated guidelines of Medical Council of India to favour Dr. Dharminder's selection for a DM seat.
According to records available with Early Times, SKIMS had called for admissions to various super-specialization programs including DM in Cardiology in the year 2005. SKIMS prospectus and the MCI guidelines clearly stated that only two seats were available for the DM in Cardiology. Instead, Dr Dharminder Kumar was illegally selected vide a separate order for the reasons best known to the then Director Dr. Jalal.
After the entrance examination, SKIMS had released a list of qualifying candidates showing Dr. Keisar Habib (Roll No. 133) and Dr. Pawan Kumar (Roll No. 137) selected for DM in Cardiology. The notification vide No. SIMS/Acad/17 of 2005 dated July 19 also revealed that the qualifiers had secured 78.50 and 67.25 points respectively out of 100.
Copy of the notification was also sent to the Chief Secretary and the Commissioner Secretary Health and Medical Education. If the records are to be believed, aspirants were dropped even by a difference of fraction of marks. One such aspirant was Dr Abdul Majid Bhat from Bandipora who had secured 66.50 marks.
However after almost a year, in June 2006, the doctors were shocked to learn that another medico, Dr Dharminder Kumar who didn't figure in the selection list was also pursuing DM. It was known only after his name and designation was spotted in SKIMS's notification vide No. SIMS/01/01/2006-322-32 showing list of doctors who can't opt for private practice.
It was then known to one and all in SKIMS that Dr Dharminder had been selected through separate orders to facilitate a "hassle-free backdoor entry." In a notification vide No. SIMS/Acad/3 of 2005 dated September 30, Dr Dharminder (Roll No. 136 who had got 66.50 points) was asked to report to the Academic Section for the completion of formalities. This time, the notice was not made public in order to prevent an outcry because he had secured lesser marks, sources said.
Dr Dharminder cleared the formalities and joined the course on the same day. However, the issue took a serious turn when Dr Abdul Majid found that even though Dr Dharminder and he had secured equal marks in the entrance examination, he was dropped despite having a clear edge over Dr Dharminder. For such a "inter-se-merit" the government had then clear cut orders that "If two or more candidates obtain equal marks in the entrance examination inter-se-merit for selection shall be determined by:
The candidate who has obtained higher marks in the final MBBS examination shall rank senior and admitted in preference to the candidate who has obtained lesser marks." The notification further added that if still the candidates ended up in a tie then marks obtained in all the professional university examinations (from Ist to final) will decide the admission of the candidate. If still the candidates end up in the tie then the candidate who has made more attempts in passing the MBBS examination shall rank junior to a candidate who has made lesser or no attempt."
Dr. Majid, in a representation to the then Chief Minister Ghulam Nabi Azad, had said if at all third candidate was to be selected, then only he was the qualifier by virtue of "inter-se-merit." Besides this, in another violation of the norms, SKIMS director Dr Jalal who was then Head of Cardiology Department was lone guide for all the three DM students. As per rules a single guide can take a single student, but Dr Jalal did it to keep selection of third candidate, who was Dr. Dharminder, a secret.
Interestingly, a probe was ordered but nothing ever came out. None knew anything about where the probe which was ordered by the then Chief Minister Ghulam Nabi Azad had gone. That was the last time someone had tried to take Dr. Dharminder head-on. Since then, he has been ruling the roost by enjoying proximity with high profile VVIPs. A prominent Journalist is set to approach court of law with a PIL against this doctor who is these days busy filming activities inside the GMC and Super-speciality.
