Affluent 'attached masters' call shots in Kishtwar
Aggrieved teachers pick holes in transfer orders issued by DSE

Jammu, July 25: The writ of some affluent masters is running large in district Kishtwar, who have been managing their choicest place of postings for the past many years, while as some non-influential ones, who had pinned high hopes on new Education Minister Naem Akhter, got only dejection as the transfer orders, failed to touch the influential ones and bring back latter, who have been serving in hilly areas for the last many years.
Some aggrieved masters informed Early Times that those who were influential got their choicest postings within the limits of Kishtwar city and remained prone to transfers, while those who were bereft of any political or bureaucratic patronage, have been yearning for postings in city despite spending couple of years in far flung areas.
They alleged that some influential masters include Pardeep Koul, who was transferred to Kunwari but never joined there and succeed to get attached either in Higher Secondary School Kishtwar or DIET Kishtwar.
Samida, when was promoted to Master grade, was transferred to Fallar, which is nearly 30 kilometers from Kishtwar city, but had never joined and secured attachment in DIET Kishtwar and is presently in Girls Higher Secondary School Kishtwar city.
Anjana Sharma, was transferred to Drabshala after promotion to Master grade, but she also never joined there and got her attachment to choicest posting in Bnaderna.
Chander Kanta, who has been serving in Middle School Poochal for the last few years, was transferred within zero kilometres distance to High School Poochal. Same is the case of Shahida, who was transferred from High School to Middle School Poochal, within a distance of zero kilometre.
During the tenure of former Director School Education Simranjeet Singh, he had ordered transfers of three influential masters, who have been overstaying in Kishtwar city but they also never joined and secured stay in Kishtwar.
Shahnawaz was posted in district Ramban but never joined and has been enjoying attachment in Chief Education Office Kishtwar for the last many years. He was not even relieved from CEO office, after transfer order.
Irshad Ahmed Sheikh was also transferred to district Ramban, nearly three months back but he also refused to obey the order and has been enjoying attachment in Deputy Commissioner’s office Kishtwar for the last many years.
Satvir Sharma, a teacher whose actual place of posting is in Thakrey Kishtwar but owing to strong patronage, he has been enjoying attachment in DC office for the last nearly three years.
Moreover, the masters also informed that there were some non-influential teachers, who have been forced to stay in far flung areas, for couple of years together.
Shambu Nath, who has been serving in Sarthal for the last nearly one decade, has been transferred to Kungdwari, which is nearly 30 kilometres from Kishtwar city.
Shakti Kiran, who has been serving in Kungdwari for the last two years, has prematurely transferred to Sarthal, which is also nearly 30 kilometres from Kishtwar.
Another master Rama Sharma, for the last more than two decades has been serving in far flung areas including Paddar, Palmar and is once again transferred to some hilly area, instead of bringing him to city.
The aggrieved Masters alleged that those influential masters have been untouched by the administration while non-influential masters, who despite ailments have been shuttling from one hilly area to another, in utter violation of transfer policy.
Chief Education Officer (CEO) Kishtwar Vinod Kumar Soni said that the master grade transfer orders were issued by Director office and not by his office.
"The Director office had sought staff position and their stay statement, which we had sent", he said, adding that some of the masters were attachment on humanitarian grounds, one of whom was a cancer patient, while another was suffering from fits problem.
On being asked, if some masters were transferred by former Director to Ramban, he admitted that they had not joined after they secured stay from court over their transfers.
