KP leaders lock horns on formation of consultative committee | | | Mustansir SRINAGAR, June 16: The displaced Kashmiri Pandits have more leaders than the followers and the miniscule minority is divided and fragmented to the extent that every second Kashmiri Pandit is a self styled leader claiming to be the real representative of the displaced community. The Jammu and Kashmir Government, on the other hand, is equally confused beating the bush. In latest development, the state Government while ignoring the Apex Advisory Committee (AAC) on migrants constituted in 2011-12 has constituted yet another committee to discuss the modus operandi for the return of the displaced community with the state and the central Governments-a decision debunked by the AAC members. The AAC members according to the sources have raised serious questions over the credibility and integrity of the members of the newly constituted committee. Sources told Early Times today that AAC members today alleged that the Secretary Revenue Department and Relief Commissioner (M) have nominated unpopular and immature members to the committee according to their whims and frenzies without consulting the community leaders who risked their lives during the turmoil for safe return of the displaced community to their home and hearth. Pertinently the Government has constituted an all together consultative committee ignoring majority of the AAC members. When contacted senior National Conference leader and member of AAC, Bushan Lal Bhat said that it was quite surprising to know that the Government has ignored all those community leaders who were part of the AAC. Pertinently Prime Minister, Narendra Modi Government recently announced that it would be working on a policy to ensure the return of Kashmiri Pandits to Kashmir valley following which the state Government constituted a consultative committee of the Kashmiri Pandit leaders. Bushan Lal Bhat said that the members of the AAC were taken aback by the Government decision and alleged that the Commissioner Secretary Revenue Department and Relief Commissioner, Relief Organization (M) constituted the committee without any consultation. "I think the bureaucrats have not even consulted the political leadership before constituting the consultative committee," Bhat said. Bhat said the AAC had done a tremendous job and had made several recommendations to the Government which could go a long way in settlement of the issue. Bhat alleged that majority of the members of the newly constituted committee are alien to the issue (return of Kashmiri Pandits). "We forced the Government to introduce bill for enactment of Board for Protection of Shrines and Temples in Kashmir valley in State Assembly, got special employment package for the migrant youth and raised rather redressed other genuine demands of the Kashmiri Pandits," Bhat said and questioned how the Government can ignore us now. Bhat welcomed the interest shown by central Government in working for the return of Kashmiri Pandits but cautioned that the mature and experienced Pandit leaders should be consulted for devising a mechanism. Pertinently Defence Minister Arun Jaitley had yesterday said in Srinagar, "All political groups in the Valley support the idea of return and rehabilitation and, therefore, you (Kashmiri Pandits) will have to wait for a few days for us to announce further policy measures on that." Meanwhile, he clarified that the plan for the return of Kashmiri Pandits would work only if there is no dilution in the constitutional position of the state. "Any attempt to alter the constitutional position of the state would change the ground situation. Likewise, any plans to scatter the returnees, by splitting the single-place rehabilitation demand, would proportionately reduce the sense of security among them," he said. |
