Anti-ingress grid being upgraded on J&K border | | | It is not going to be a battle of wits be- tween the contesting candidates during the upcoming Assembly election in Jammu and Kashmir but also a tussle between Indian security forces,including the Army,and the militants. A battle of wits between separatists, backed by militants, and the state Government agencies, including the Election Commission of India, as the former have given a call for poll boycott to the people and the latter keen to ensure not only an incident free election process but also involvement of bigger section of voters in polling. The plan of agencies across the border,separatists and militants is clear and simple. They want people to boycott the election and knowing that people may not willingly respond to the call for poll boycott given by the separatists, Pakistani agencies and militants plan to raise the level of violence so that voters were forced to stay indoors on the days of polling.It is in this connection that Pakistani agencies, including the Army, are trying to carve out a passage for groups of militants to sneak into Jammu and Kashmir for increasing the level of violence. Wittingly or unwittingly Pakistani agencies believe that once polling percentage was quite poor they could get a chance for raking up the Kashmir issue by demanding that the issue be settled as per the wishes of people of Kashmir and in terms of the UN resolution. Yes during the last three elections, from 1996 to 2008, the overall polling percentage ranged between 55 and 61 per cent. It is in several Assembly constituencies, particularly in the districts of Srinagar, Pulwama and parts of Anantnag, Baramulla and Sopore, that polling percentage ranged between 20 and 25 per cent. If Pakistani agencies believe that they could tell the world that people in Kashmir do not believe in the elections but want immediate solution of the Kashmir issue, they are mistaken because the state comprises three regions out of which two regions are for full integration of the state with India and a section of people in the Kashmir valley are for either Azadi or for incorporation with Pakistan. If it is the case how can Pakistan claim that Kashmir is its life line. Still the Government agencies, especially the security forces, have initiated measures for foiling ingress bids and for tackling separatists and militants, operating within Kashmir. According as part of the security plan moves are afoot to upgrade anti-infiltration system. On the 772.1-km-long Line of Control the Army has build a robust anti-infiltration obstacle system in the form of surveillance gadgets and physical domination. While there will be no lowering of guard on the LoC even if possibilities of infiltration appear slim because of snowfall and rainfall, in the hinterland operations will continue. Steps are being taken to ensure that no breathing time was given to ultras. Under the plan militants are to be kept on the run so that they fail to carve out hideouts. The highways from where the polling staff and material will be ferried will be looked after well by the Army and the CRPF. Besides 20 companies of the ITBP, which have come from outside the state for poll duties, every infantry battalion in Ladakh have their internal security columns earmarked for the purpose. A well-thought-out plan has also been worked out by the 16 Corps that looks after nearly 300 km of the LoC in the Jammu region. In all over 800 companies of paramilitary forces and police have deployed for providing security cover to the voters, candidates, political leaders and to all those engaged in organizing the poll process. Security forces have been told to sanitise polling stations and their immediate areas a couple of days ahead of polling so that militants failed to plant explosive material close to the polling booths. On the part of the Government the security measures were being upgraded and it is now upto people to reject the call for poll boycott. |
