Why was Doodh Ganga excavation stopped?
`Official neglect created September deluge'

Srinagar, Nov 14: The discontinuing of excavation works of Doodh Ganga rivulet proved detrimental for the residential areas situated around its banks during the September floods that hit the Valley drastically year.
According to the official documents available with 'Early Times, Kashmir Irrigation and Flood Control Department (I&FCD), had on March 3, 2012, issued allotment letter wide order no: DB/187 for auction and raising of bunds by excavation from Doodh Ganga stream from RD 33911.18 meters to RD 36313.47 meters.
However, the authorities under tremendous pressure from some influential people left the work halfway which according to sources was one of the major reasons of devastation caused by the recent floods in the areas situated around Doodh Ganga rivulet.
"The original distance across Doodh Ganga stream was around 100 feet's which at present has been reduced to only 50-60 feet's. It was further widened by 30 feet's when the drugging work was started on one side of the stream in the year 2012, however, the work without conveying any reason was stopped by the authorities after some blue eyed people claimed that the land which is being drugged is a proprietary land," sources told 'Early Times'.
Sources said despite repeated correspondence by the concerned authorities to start the work, the district administration failed to exert a pull on influential people which resulted in the huge devastation by the recent floods in the areas situated around the peripheries of Doodh Ganga.
"The Chief Engineer Kashmir Irrigation and Flood Control Department Srinagar issued allotment vide no. 187, dated 3, 2012 to the contractor, Naseer Ahmad for lifting of earth from Doodh Ganga Nallah. When the work was started by the contractor some locals claimed that the land is their own property and did not allow the contractor to lift the earth," reads the letter dispatched by Executive Engineer Flood Spill Channel Division Narabal to District Development Commissioner (DDC) Srinagar, vide no. FSCDN/CS/2861-63 on 17/10/2012.
The letter further read "the concerned Assistant Executive Engineer (AEE) has taken up the matter with Tehsildar Srinagar South, vide no. 94-95, on 28/05/2012and 184-85 on 11/07/ 2012 for demarcation of the land who directed the subordinate staff to demarcate the land but as reported by the concerned AEE, Flood Spill Cannel Sub- Division Rambagh that the staff of the Tehsildar is not cooperating in demarcation work of the government land. It is as such requested to direct the Tehsildar Srinagar South to demarcate the land so that the excavation work is completed well on time." The Executive Engineer again on January 20, 2014 this year wrote to Tehsildar Srinagar to demarcate the site but the Tehsildar was reluctant to get on the job, sources added. "Despite repeated pleas to the district administration the earth lifting of Doodh Ganga stream is yet to be started. If the work would have been finished on time the areas situated around the rivulet would not have suffered such devastation," sources confirmed.
