KATHUA, Nov 14: The much-hyped Public Services Guarantee Act (PSGA), that makes it mandatory for time-bound delivery of services to consumers and punishment to the government officials for any delay, seems to have lost direction in the district-courtesy sluggish approach of revenue department.
Local residents, who were promised to get their building permission cases within 28 days of specified time, have been made to wait for months together as nearly 136 building permission cases were awaiting No Objection Certificates (NOCs) from Revenue department.
Official sources said the district administration had launched 'online facility' for issuing building permission cases to the people in August 2012.
"The main objective of the move was to set up a people-friendly system in municipal committee so that the people don't face any difficulty in getting their building permissions. The people were asked to upload their documents and keep track on the status of their cases," sources said.
Sources said that the building permission cases were supposed to be issued to an applicant within 28 days from the day of uploading of documents.
"The municipal committee has been finding it difficult to get the NOCs from Revenue department while other departments have been issuing NOCs on time," sources said.
Sources said the Revenue Department of the district had least regards for the PSGA which has only been compounding the problems of the people.
"I had applied for the building permission to construct a residential house for my family on March 23 last year but the municipal committee is yet to issue the same. I have been asked to wait as the revenue department is yet to issue an NOC," Sanjay Kumar, a resident of ward number 7 said.
He said that he had visited the revenue officials several times but they had failed to make a satisfactory reply.
Ravinder Kumar, who had applied in April this year for constructing a house in ward number 3, said that he personally pursued his case with the revenue department and managed to get clear last month. "Despite the fact that I deposited the required amount with the municipal committee on October 31, I have not been issued building permission till date.
The administration should seriously look into it and penalise the officers at the helm who have made mockery of the law," Kumar said.
