Akshay Azad Early Times Report Jammu, Nov 22: The Union government has recently approved the Action Plan 2014-15 submitted by state government for the implementation of National Food Security Mission (NFSM) in various districts but has put certain riders, given the poor performance of latter in past and failure to submit the Utilization Certificates (UCs) for the year 2013-14. Sources informed Early Times that state government on April, 4, 2014 had submitted before Union Ministry of Agriculture, department of Agriculture Cooperation (Crops Division) Action Plan 2014-15 for the implementation of National Food Security Mission (NFSM) in revised districts of state. "The Union government in a recent communication to state government had given approval to the Action Plan 2014-15 for the implementation of NFSM for Rice, Wheat and coarse cereals in various districts of the state", sources said, adding that an amount of Rs. 2506.73 Lakhs for various components including NFSM Rice, Wheat and coarse cereals has been approved. An official in Agriculture department said that the state government had been failed to submit the utilization certificates of NFSM for the year 2013-14, for which Union government had expressed serious reservations and has now put riders on allocation of funds. The Union government had also asked state government to send Audited Utilization Certificates (AUC) of 2013-14, component wise separately and final monthly progress report of 2013-14 separately and accrued Interest Position as on 1-4-2014, component wise separately. A statement of allocation, funds released and expenditure from 2011-12 to 2013-14 component wise separately and Accrued Interest Position as on 1-4-2014 was also sought by Union government. Sources further said that after getting approval and allocation of funds, sources said, the state government has recently given a go ahead to various districts including Jammu, Kargil, Kathua, Leh, Poonch, Rajouri, Samba and Udhampur for Wheat, Anantnag, Baramulla, Budgam, Jammu, Kathua, Kulgam, Kupwara, and Pulwama for Rice, and for Coarse cereals Baramulla, Doda, Kathua, Kupwara, Poonch, Rajouri and Udhampur for implementation of the scheme. Sources further said that Union Agriculture Ministry has unambiguously asked the state government to submit component wise, scheme wise monthly progress report from all districts on regular basis, and in return, state government has also asked all district headquarters to forward the same on regular basis. The state government has also asked all district officials to implement the Action Plan 2014-15, only to the extent of physical availability of funds and shall not implement the action plan in absence of funds. |
