| BJP-PDP rule may resolve regional imbalance | | | Prospects of a PDP-BJP Government taking over in Jammu and Kashmir have brightened after the two sides bridged their differences over certain contentious issues,including that of future of Article 370,AFSPA and that of the West Pakistan Refugees. The task for both the sides was difficult because of the diverse political ideology and outlook.Now that the BJP and the PDP have agreed to share power the two have to walk on a razor's edge for trying to safeguard their separate political interests.
But being an experienced politician and an administrator as Chief Minister and former Union Home Minister Mufti Mohd.Sayeed has added responsibility for carrying the BJP alongwith him.He has to do it till he completes his full six-year term.This time there has been a departure from the experiment that was conducted in 2002 soon after the Assembly election had thrown up a hung House.At that time when the Congress decided to share power with the PDP instead with the National Conference the Congress had put some conditions as it was playing a big brother role with 20 seats in the Assembly against 17 of the PDP.Under the agreement Mufti Sayeed was to remain chief Minister for the first three-year term and for the remaining three years a senior Congress leader was to head the Government.
After the completion of the term Mufti had hung his boots unwillingly and he and his party colleagues tried to persuade the Congress high command to allow the Mufti to work as Chief Minister for full six-year term.The Congress leadership turned down the demand and Ghulam Nabi Azad was inducted as the Chief Minister.
On the basis of the demand from the PDP Mufti Mohammad Sayeed will be the Jammu and Kashmir Chief Minister after his party reached an agreement for forming a government with the BJP, according to latest reports.Reports have indicated that the main agreement has been reached on the draft of the CMP (common minimum programme) on contentious issues like Article 370, Armed Forces Special Powers Act (AFSPA) and the plight of West Pakistan Refugees.It has been agreed that without any written reference to it, both the parties would respect the wishes of the people of the State in consonance with the Constitution of the country with regard to Article 370.
The BJP has claimed that the PDP has agreed to the BJP demand that the CMP should accept that the problems faced by West Pakistan Refugees should not be politicised, but treated as a humanitarian issue that needs to be addressed on humanitarian grounds. As far as the issue pertaining to AFSPA the new Government may constitute a committee which would recommend gradual withdrawal of the AFSPA that too in a phased manner. And for doing so no time frame was to be fixed.
It is time that neither the BJP nor the PDP should claim to be the winner in finalizing the alliance arrangement.Neither the BJP has won nor the PDP has lost.Neither the PDP has won nor the BJP has lost its political sheen.Hence the two should understand the responsibility that has been placed on the shoulders of the t wo parties that do not have had anything in common in the past.
It is a new experiment.If the Congress shared power with the PDP the two had no major differences in their political outlook because the PDP patron, Mufti Sayeed,actually has run the Congress show for a number of years in Jammu and Kashmir as PCC Chief.If the Congress shared power with the National Conference there was nothing new about it because in the past the two have either supported each other or have formed a coalition Government. The union between the BJP and the PDP is being termed as a union of convenience and not conviction. While the PDP is Kashmir centric,which has been established by having won 25 out of 28 seats from the valley in the recent Assembly election,the BJP,on the other hand,is Jammu centric which has been reflected by the party having won all the 25 Assembly seats out of 37 from the region of Jammu.This way there is one advantage in the PDP-BJP Government formation. This Government, if it l;ays emphasis on transparency and good governance,can promote regional balance which stands eroded during the last 60 years.Let the two show energy in reshaping state's economic scene so that it is able to resolve unemployment and energy crisis. |
