Despite adverse report by VO, tainted ULB officer continues to be showered with benefits

SRINAGAR, Feb 22: Despite an adverse report from the Vigilance Organization a tainted officer of Urban Local Bodies department has been transferred and shifted to a sensitive place much to the dismay of the investigating agency.
Inspector General of Police (IGP), Vigilance Organization submitted a report to the Secretary, General Administration Department (GAD) recommending that the tainted officer namely Abdul Rashid Shah should be shifted from his present place of posting and posted to some non-sensitive place as the same would be in interest of government policy and public.
"The above named officer (Abdul Rashid Shah) was involved in four FIR cases. Case FIR No. 9/2013 P/S VOK regarding possession of assets disproportionate to his known sources of income, FIR No. 13/2013, 14/2013 and 15/2013 of P/S VOK relating to illegal appointments made in MC Sumbal, Hajin and Bandipora," said the report submitted by IGP, Vigilance Organization.
The report said that Shah was placed under suspension on his arrest by Police Vigilance Organization, Kashmir. "The officer was reportedly re-instated without any recommendation of Review Committee and was to be posted to a non-sensitive post. Contrary to this he has been posted as Executive Officer, MC Sopore."
"Since he was on our watch list of our surveillance team and he has been again been reported to be indulging in corrupt practices. It is therefore recommended that he may be shifted from the present place and posted to some non-sensitive place in the interest of government policy and practice," said the report submitted 08-01-2015.
A copy of the report was also sent to Housing and Urban Development Department for further action. Acting on the directions the Housing and Urban Development Department ordered for the transfer of Shah from Municipal Committee, Sopore and posted him as In-charge Executive Officer, Municipal Committee, Magam.
Shah's transfer was effected through government order 41-HUD of 2015 dated 13-02-2015. Besides Shah, transfer of five other officials was also made through this government order.
Sources told Early Times that Shah's transfer to Municipal Committee, Magam is a mere eye-wash with this municipal committee being a sensitive one and not non-sensitive one as being claimed by the higher ups of the department. They said that Shah should have been exemplary punishment so that further investigations could have been taken up.
Shah was posted as Executive Officer, Municipal Committee, Sopore in October last year. During his tenure as Executive Officer, Municipal Committees, Bandipora, Hajin and Sumbal, Shah made more than 550 illegal appointments. Crime Branch registered a case against him and his guilt was proved beyond doubt. Following this Vigilance Organization also carried out probe against him and later on First Information Reports (FIRs) were also lodged against him.
Pertinent to mention here that an enquiry carried out by top notch bureaucrats of the state also proved that the many Executive Officers including Shah made illegal appointments, resorted to loot and carried out allotments without consent while being posted in different municipal committees of Kashmir.
