The great 4G : Importance of merit

We all know that merit is very important for any country or any organisation to
succeed . The countries where there is no freedom of speech and where there is no
consideration of merit fail in the long run . Similarly the organisations where the voice of the emplyees is not listened and where there is no consideration of merit and where chaplusi in the name of discipline is imposed on the hapless employees tend to fail in the long run .
The merit and luck desert such country and such organisation . The private sector is booming in our country because there is consideration of merit in that sector . The private sector gives more importance to the merit of the employees rather than the chaplusi cum discipline . Without the importance given to merit , no organisation or no country can compete in today's competitive world . Let us consider an imagenary scenario just like some bollywood movie where the upper castes and classes viz KSHATRIYA GUPTAS have become arrogant ; Rajputs have made their own lobby ; Brahmins and pandits in this imaginary scenario loot people in name of religious rituals and various superstitions ; Arora , Ahuja , Agarwal and Khatri merchants in this imaginary scenario loot people by way of hoardings and market manipulations in their businesses and the downtrodden sections like Dalits and mahadalits have also made their own lobby within the country at macro level and within the public organisations at micro level . In such a scenario those people who have merit but dont have any lobby suffer the most . In such cases the leaders of the countries at macro level and the leaders of the organisations at micro level should take due care of the merit particularly in case of science and technology fields because with scienctific research , nation can produce high quality seeds that help farmers to obtain higher yields from their lands , scientific progress can ensure that nation is not dependent on foreign aid in case of medicine , air travel etc . Only meritorious persons can take any organisation forward . Any country or any organisation that ignores merit is doomed to fail . The biggest danger is from the un-meritorious persons who somehow reach at some position and then create chaos by doing illegal and unconstitutional acts . In our Jammu there is one anti reservation group that is opposing the reservation policy in favour of Schedule castes and Schedule tribes etc. The main reason given by anti reservation group is that the reservation policy does not take care of the Article 14 of the Indian constitution that provides equal opportunity in equal circumstances . It is interesting to note that in our J & K assembly sometime back a private member's Bill seeking end to the reservation in promotion of employees from Scheduled Caste, Scheduled Tribe and other backward classes was brought .
The proposed Bill brought by Independent legislator Engineer Rashid had sought that Government should do away with the reservation in promotion for persons belonging to SC/ST and other socially and educationally backward classes . He said under the Act the people from these categories should be given one-time benefit in jobs at entry level. In his Bill, Rashid had cited the Supreme Court ruling in Indira Sawhney case.
"The Apex Court had laid down that reservation was available only at the time of initial recruitment and it was not permissible while making promotions," Rashid said. "The Court had observed that a candidate coming from reserved category once appointed despite securing low merit as compared to candidate in open category should be provided a level playing field to compete for promotions thereafter and the promotion should be subjected to his performance," Rashid said. However this bill couldnot become law in our state . It is the government of the day that can review this policy and none else . In any case the merit and justice should be considered . It is the merit of the western world that has produced high technology products that have changed the lives of the people in the whole world including our India . For example the technology in the mobile gadgets is changing at very fast pace and any new mobile handset is ousted by another smartphone that has more features , more memory and more battery . The mobile technology is also changing at fast pace and from 1G this technology has reached 4G and maybe it will move beyond 4G also . The G has many meanings like greatness and generation . If someone asks what is the meaning of 283 , then most of us will say that it is an integer or a numerical number . But for those who are in the merit oriented technology field of the microchips and microprocessors , the figure 283 means the second generation of 83 series of the microprocessors . The G in 4G stands for a generation of mobile technology, installed in phones and on cellular networks. Each "G" generally requires you to get a new phone, and for networks to make expensive upgrades. The first two were analog cell phones (1G) and digital phones (2G).Third-generation mobile networks, or 3G, came to the U.S. in 2003. With minimum consistent Internet speeds of 144Kbps, 3G was supposed to bring "mobile broadband."
There are now so many varieties of 3G, though, that a "3G" connection can get you Internet speeds anywhere from 400Kbps to more than ten times that. New generations usually bring new base technologies, more network capacity for more data per user, and the potential for better voice quality too. 3G is shorthand for "3rd generation," and refers to a networking standard in cell phone technology that is capable of providing high-speed data service to mobile devices. As 3G wireless networks became more widespread, you could finally connect to and use the Internet at practical speeds (with a 3G-enabled smartphone), which far surpassed those of the previous generation of mobile phone technology . Indeed, it was 3G that made smartphones truly feasible. In doing so, it changed the way millions of people communicate, and set the stage for even more advanced mobile technologies such as 4G . This 4G stands for "4th generation" mobile data protocol. But it's all about the speed. There is also 4G LTE where LTE stands for Long Term Evolution. It's a term used for the particular 4G protocol that delivers the fastest mobile Internet experience. Some experts even refer to it as "true 4G." A 4G LTE network is therefore one that operates at the leading edge of speed and reliability. Using a 4G smartphone on a 4G LTE enabled network means you can download files from the Internet up to 10 times faster than with 3G . With 4G LTE, using the web from your phone becomes as pleasurable as using it from your computer .
Fourth generation (4G) technology will offer many advancement to the wireless market, including downlink data rates well over 100 Mbps, low latency, very efficient spectrum use and low-cost implementations. With impressive network capabilities, 4G enhancement promise to bring the wireless experience to an entirely new level with impressive user applications, such as sophisticated graphical user interfaces, high-end gaming, high-definition video and high-performance imaging . The current 3G devices are good, but they will have to improve in areas like imaging and processing power to support future 4G applications like three dimensional (3D) and holographic gaming, 16 megapixel (MPixel) smart cameras and high-definition (HD) camcorders. Applications like these will demand more processing power than the current 3G handsets offer, requiring more efficient applications processors.
The 4G systems will offer downlink data rates well over 100 Mbps, an improvement of 10 times over 3G . 4G systems will also have low latency, improving the mobile experience . Latency in a wireless network describes the time it takes between when an action is initiated or requested and when it actually begins. In 3G networks, when a phone is in dormant mode and wants to initiate a connection, a several hundred milli seconds (ms) delay is common. For transmission of data packets, 50 ms one-way latency is the norm. People want a connection experience like they get using a wired broadband connection. 4G LTE will decrease latency to just 50 ms from dormant to connection and a 5 ms one-way latency after that, delivering connection latencies similar to a wired broadband connection . The amount of processing performance needed to deliver these new 4G applications will be large. Integrated, multi-core architectures that deliver high end microprocessors on a single chip will be critical to 4G's success . Another thing is the fidelity in the 4G network . Thus we need very high performing microprocessors alongwith highly reliable 4G enabled network for the success of the 4G revolution . And all this is possible in our country if our country and our organisations learn to respect the merit and throw the chaplusi and sycophancy in the dustbin . Chaplusi and sycophancy cannot be imposed upon the merit in the name of discipline . May God bless our country .
