Governor addresses Union Urban Development Minister for Special Dispensation for three Urban Missions

JAMMU, Feb 22: The Governor, N.N. Vohra, has addressed M. Venkaiah Naidu, Union Minister for Urban Development and Housing and Poverty Alleviation and sought his help in grant of special dispensation for Central support being provided on 90:10 basis instead of 75:25 for the implementation of three flagship Missions launched by the Centre viz. Swachh Bharat Mission, Smart Cities Mission and the proposed New Urban Renewal Mission.
In a letter to Naidu, the Governor has highlighted that the Central assistance for the implementation of the aforesaid Missions is limited to Viability Gap Funding which, presently, has to be shared in the ratio of 75:25 between the Centre and the State as against the special dispensation of 90:10 which was earlier available to J&K under the JnNURM.
Observing that J&K is a resource starved State whose financial position has been further damaged by the recent devastating floods the Governor has requested the Central Minister to sustain the earlier special dispensation of 90:10.
The Governor has also pointed out that in J&K legal and other constraints also come in the way of attracting Private Sector investments which are required for the implementation of the flagship programmes in the State.
The Governor has stressed that the grant of a special dispensation for J&K is essential to commencing early initiatives for the restoration of the public infrastructure which has been damaged/destroyed by the floods and to also, progressively, enable J&K's infrastructural framework to catch-up with the standards which obtain in other parts of the country.
The Governor has also sought the relaxation of the population norms for the coverage of urban areas/towns so that the towns in J&K, which have a population of less than one lakh, could also be covered under the aforesaid Missions,as 50% of the urban population in J&K lives in relatively small towns, characteristic of the geography of the State.
The Governor has urged for an early decision from the Union Ministry to enable J&K to ensure implementation of three extremely important Missions.
