Jammu, Mar 3: The Jammu and Kashmir Legislative Assembly will have a full fledged budget session as against the vote on account as was suggested in many news reports earlier.
According to the government notification, the newly elected legislators will be given oath on March 17 by the protem speaker Mohammad Shafi Uri of National Conference.
The Speaker will be elected on March 18 at 10 am and at 11:30 am on the same day, Governor N N Vohra will address the joint session of the state legislature in the central hall of the Assembly Secretariat. It was also learnt that the house will meet again on March 18 for obituary references and from March19 the house will start normal listed business, notification for which will be issued by the twin secretariats of Legislative assembly and Legislative Council soon.
The Budget 2015-16 will be presented before the house on March 22 by the Finance Minister, Dr. Haseeb Darbu.
Earlier it was reported that given the delay in government formation in Jammu and Kashmir, the new government will present a Vote on Account and latter a Budget Session will be convened at Srinagar after the Darbar moves to the summer capital.
However, the Mufti Mohammad Sayeed led PDP-BJP government has decided to go for a full fledged budget session instead of presenting and passing vote on account.
Meanwhile Finance Minister, Dr. Haseeb Drabu Wednesday called a meeting of the top officials of the Department of Finance and Planning including its Field departments and Directorates.
Drabu had extensive discussions with Principal Secretary Finance B. B. Vyas and other officers on the financial situation of the State and reviewed the status of preparation of the Budget and Plan for the next financial year.
The Finance Minister said that he would like the Budget to have a 'human approach' so that it is understood and appreciated by common man. He urged officers to look beyond figures while preparing the budget and to focus on substance, touching lives of the people. "I want to capture wisdom of the common people" he said and added that it should be looked into more innovatively and sensitively.
While receiving brief on the functioning of Accounts and Treasuries Department and status of liabilities, Drabu said that a system should be evolved for the treasuries to be able to make disbursements quickly. He further said that all pensioners should receive their pension by 30th of each month and immediate steps should be taken to ensure that all pensioners receive their pension through bank.
Drabu also received brief from Principal Secretary Finance on the "Joint Damage and Need Assessment Report" on floods prepared by World Bank and the State Government.
