| DC Kishtwar signed list of beneficiaries | | Distribution of solar lights in Kishtwar | |

Kishtwar, June 27: The order of Assistant Commissioner Revenue (ACR) Kishtwar of withholding distribution of Solar lights in Marwah, Warwan and Dachhan Tehsils of Kishtwar District has put the role of Deputy Commissioner Kishtwar Mohammad Javed Khan under scanner as the list of beneficiaries of Solar light was duly signed by the Deputy Commissioner.
As per the details and documents available with "Early Times", Administrative Officer JAKEDA, Government of Jammu and Kashmir Science and Technology Department in its official communication vide No. ST/EDA/SHL/07/2014/2760-61 Dated 8-10-2014 to District Officer JAKEDA confirmed that the list of beneficiaries for Solar Home Lighting Systems was forwarded to concerned department by Deputy Commissioner Kishtwar Vide his no. DDCK/2316-18 dated 07-08-2014 in respect of Kishtwar constituency sanctioned under JNNSM and RVE Programs by MNRE GoI for further necessary action and further directed him to upload the data of each beneficiary on the official website of JAKEDA.
As per letter No. DDCK/2316-18 dated 07-08-2014 written by Deputy Commissioner Kishtwar to Chief Executive Officer JAKEDA Jammu wherein DC Kishtwar submitted the list of beneficiaries of Solar Home Lights to him after Assistant Commissioner Development vide letter No. ACDK/Plg/Solar-light/14/2385-87 dated 7-08-2014 verified the list of beneficiaries forwarded to him by DC Kishtwar through field functionaries of Rural Development Department and Panchayat Raj Institution representatives (Sarpanchs and Panchs) for further necessary action strictly in accordance with the CDF guidelines for implementation of project approved by the concerned Ministry of New and Renewable Energy GoI.
Following verification from Assistant Commissioner Development, DDC Kishtwar issued order No. DDCK/Plg/128/5009-13 dated 09-2-2015 appointing Additional District Development Commissioner Kishtwar Avtar Singh Chib as nodal officer for effective and transparent distribution of Solar Home lightening system to actual beneficiaries in District Kishtwar sanctioned by Science and Technology Department GoI, the copy of which was earlier forwarded to Chief Executive Officer JAKEDA by DC Kishtwar. The order further stated that District Officer JAKEDA Doda/Kishtwar will ensure all the required coordination with the nodal officer/beneficiaries in the implementation/execution of the program/project. Former Minister of State for Home Sajjad Ahmed Kichloo who provided funds for purchasing of Solar lights out of his CDF also put his signatures on the list of beneficiary list authenticated by DC Kishtwar.
Similarly a separate committee was framed by DDC Kishtwar vide order No. DDCK/Plg/Solar/26/5585-86 dated 18-03-2015 for distribution of these Solar lights in Inderwal Constituency of Kishtwar District. Executive Officer Municipal Committee Kishtwar for Kishtwar Municipality, BDO concerned, Sarpanch concerned, Lumberdar concerned and Chowkidar concerned are also the part of distribution committee.
The sources informed the "Early Times" that the complainant who filed a complaint before ACR Kishtwar is politically motivated, added that complainant also remained in jail on the charges of an attempt of extortion/threatening the people of Marwah on the name of militant outfit HM, before Kishtwar court granted him bail. The sources added that ACR Kishtwar has also make him the part of verification team contrary to the team earlier formed by the Deputy Commissioner Kishtwar, thus putting the integrity of the senior officer who duly authenticated the list of beneficiaries under scanner, beside also raised the question mark on the teams of RDD department who along with Sarpanches and Panches verified the list of beneficiaries prepared by the administration in consultation with various stake holders. In addition, the role of several revenue officials who were involved in Chula-Chokidari work also comes under scanner as it was allege that many deserving persons were denied the benefit of this scheme as they fail to prepare ration card which is mandatory for availing the benefits of this scheme.
While talking to "Early Times" Dr. P K Sharma (Senior Scientist) and District Officer JAKEDA said that JAKEDA has no role in making the list of beneficiaries, added that JAKEDA only act as nodal agency that provides solar lights for distribution in accordance to the norms and as per the list provide by the Deputy Commissioner Kishtwar. He also denied reports that ACR Kishtwar ensured his presence through police and said that whatever data demanded by ACR Kishtwar was provided to him by him in person. He said that the batteries dumped for distribution at Kishtwar are charged and said that in case of long delay of two to three months, the life of the battery could have reduced , beside it would have put extra financial burden in terms of dumping charges. He said that at the time of handing over the solar light to beneficiaries, the documental verification was once again conducted and in case, the beneficiary fails to provide relevant documents, the delivery is stopped to him.
Meanwhile an employee of JAKEDA confirmed to "Early Times" that ACR Kishtwar issued summon to him for his personal appearance through police and termed it as unwarranted added that all the staff members of the department posted at Kishtwar remain available for District administration at phone call. It was not only the officials of JAKEDA, but some employees of PHE Department also informed the "Early Times" that ACR Kishtwar is summoning them through police instead of through senior officials of the department.
It is pertinent to mention that ACR Kishtwar Dr. Khalid Malik vide his order No. ACR/K/2015/560 dated 10-06-2015 address to District officer JKEDA Doda/Kishtwar stop immediate distribution of Solar Light in Marwah, Warwan and Dachhan areas of Kishtwar. |
