| Buy textile items from SHDC only: Govt Deptts’ told | | | Early Times Report
Srinagar, June 29: J&K's Finance department has issued a circular directing all the government departments to purchase all textile items from the State Handloom Development Corporation (SHDC) only.
This development comes after serious complaints were leveled against many departments who had purchased textile goods for official use from private firms on exorbitant rates.
The General Administration Department (GAD) had issued an order more than 30 years ago wherein all government departments where directed to make all the purchases from Handloom Corporation only. but with the passage of time all department violated this order.
"Purchases such as curtains, chair covers, sofa covers, cushion covers, uniforms, and other items are being purchased from open market by the government departments on very high rates. To stop all this mess we have now issued a circular directing all the departments to make the purchase through (SHDC) only whose rates are fixed and changes if made in the rates are done by a high powered committee only," said a senior officer of the Finance department.
The Finance department issued a circular on June 23 in this regard. The circular reads: " As per government order No: 1456-GAD of 1983, issued by the (GAD), vide No: GD/(Adm)55/83-lnd,dated 20-09-1983 all the government departments are required to make the purchase of all types of textile items only from the J&K State Handloom Development Corporation Limited (J&KSHDC). The prices of these products are fixed on yearly basis by a high powered committee, after which orders for supply can be placed on the (J&KSHDC) by the indenting government departments without inviting tenders or quotations."
The circular further reads: "It has been observed that some departments are violating the government orders by purchasing textile items from suppliers other than the J&K HDC. Such violations have been viewed seriously by the state government and, apart from acting against the government policy of promoting handloom products within the state through the efforts of J&K SHDC. All government departments are impressed upon to make purchase of the textile requirements in their departments from the (SHDC) only on the prices/rates fixed by the high powered committee in its meeting held on 08-05-2015 and ensure compliance of the aforementioned government orders.
"The Financial Advisors/Chief Accounts Officers and Accounts Officers, posted in various departments, shall personally ensure compliance of these instructors and the concerned Treasury Officers shall not pass the bills for payments, presented to them, on account of such purchases made from sources other than the JKSHDC." |
