Who will take credit if centre sanctions AIIMS for Jammu?

Let one assume the BJP led NDA Gov
ernment finally gives its nod on estab
lishing one AIIMS in Jammu, will the state unit of the BJP be able to take the credit for it ? If the opinion of political observers is any guide the BJP may not succeed in taking the credit for motivating the central Government to concede the demand of the Jammuites.Why so ? The BJP led NDA Government has not settled the AIIMS issue the day people and opposition political parties raised their voice against what they called discrimination of the region of Jammu.It is not for the first time that the central Government, in the past, has announced a number of schemes for the Kashmir valley and ignored the region of Jammu.One such example is that of the central university.And when the previous Congress led UPA Government announced that it had cleared establishment of one central University in Srinagar people, students and academicians in Jammu were up in arms.However,the leaders of the state unit of the Congress saw the mood of the people and approached the Congress high command and senior functionaries of the Congress led UPA Government. Hardly after a couple of months the UPA Government sanctioned a separate central university for both the regions of Jammu and Kashmir.But the Congress in the Jammu region had to suffer peoples' anger during the Assembly election held over seven months ago.In its traditional strong hold of the Jammu region the Congress suffered heavily with the result it won only 12 seats from all the three regions with a total vote share of 18 per cent.In the 2008 election it had won 17 seats and in 2002 it had bagged 20 seats.
In case the central Government accorded sanction to setting up one AIIMS in Jammu who will take the credit for it.Besides people of the region who faced hardships and inconvenience for several days because of the shutdown organized by the AIIMS Coordination Committee (ACC) and the opposition parties, especially the Panthers Party,the Congress and the National Conference. Leaders of these three main opposition parties were seen engaged in breast beating while agitating against inordinate delay on the part of the central Government in sanctioning separate AIIMS for Jammu.It is an irony.The BJP shares power in Jammu and Kashmir with the PDP and it heads the NDA Government in the centre and despite it the campaign launched by the state BJP leaders during their meetings with senior functionaries of the NDA Government in New Delhi.Another irony.The BJP leadership at the national level failed to gauge the level of people’s anger which could prove a swan song for the state unit of the BJP. And even the Kashmir centric National Conference campaigned against the delay on the part of the central Government in sanctioning a separate AIIMS for Jammu. In fact the Congress, the Panthers Party and the National Conference tried to exploit the situation created by the BJP led NDA Gover-nment's rigid stance.
This way if the central Government relented and sanctioned one separate AIIMS for Jammu the Panthers Party,the Congress and the National Conference may receive the credit which ,in fact,would get translated in strengthening their vote bank in the region of Jammu.In legal terminology justice delayed is justice denied and in the same way in political terminology delay in conceding the pressing demand of people may act as a last nail in the BJP's coffin in Jammu. Voices in Kashmir have started multiplying in favour of setting up one IIT and one IIM in the valley. This way the BJP led NDA Government has allowed time for fomenting regional passions.Had it conceded the demand of people in Jammu for AIIMS right on the day one the state would have been spared of political uncertainty and security instability.As the state's winter capital reels under slogan shouting Pakistani troops too have been trying to cash on it by resorting to repeated ceasefire violations on the IB and on the LoC. Allowing political wounds to fester in a sensitive state like Jammu and Kashmir may prove counter productive and may ultimately help India's enemy to incite people to violence.
