Pak, Kashmiri separatists and India responsible for raising hiccups in bilateral talks

JAMMU, Aug 22: Even in the face of repeated pleas for resumption of bilateral talks between Islamabad and New Delhi,Pakistan has not given up its offensive and provocative attitude against India.
While Islamabad was getting ready for NSA level talks in New Delhi its Army resorted to repeated ceasefire violations on the LOC and the IB in Jammu and Kashmir. On one hand Pakistan was eager to engage India in the process of dialogue,on the other it insisted on a meeting with Kashmiri separatists before the start of the NSA level talks.
Islamabad has developed cold feet over holding bilateral talks with New Delhi because the former had definite reports that India was confronting the Pak NSA,Sartaj Aziz,with a number of dossier on Dawood Ibrahim,whom New Delhi believes firmly he is staying in Karachi and had undergone change in his facial expression and appearance.Another fears that had forced Islamabad to go slow with the offer of talks was proof to be given by India that those who had resorted to armed attack in Gurdaspur in Punjab and the one in Udhampur had come from Pakistan.In this connection the statement of Naveed to his interrogators was to be handed over to Sartaj Aziz.
If the NSA level talks witnessed series of hiccups it was the result of obdurate stand taken by Pakistan,Kashmiri separatists and India.Had Pakistan been keen and eager to engage India in the process of dialogue it should not have insisted on an interaction with Kashmiri separatists when India had raised objections against the proposed meeting. Had Kashmiri separatists been eager to allow India-Pakistan talks to take place in New Delhi they should have volunteered to cancel their visit to New Delhi when they knew that India could call of the talks in case these separatists flew to New Delhi for meeting with Sartaj Aziz.
India too is being held responsible for raising hurdles in the process of dialogue because had it been keen to see the bilateral talks move smoothly it should have not objected to a meeting between separatists and Sartaj Aziz. Kashmiri separatists have been receiving invitation from the Pakistan High Commissioner in New Delhi from time to time.They have been receiving invitation while some VIP from Pakistan is on a visit to New Delhi.
New Delhi has repeated the same trick which it had adopted in August last year when it called off the proposed foreign secretary level talks in protest against Abdul Basit's refusal to cancel his invitation to Kashmiri separatists to the embassy premises.Heavens would have not fallen if Kashmiri separatists were allowed to meet Sartaj Aziz.And if New Delhi was keen to ensure progress in talks without hitches it should have arrested all the separatist leaders who were invited by Basit to meet Sartaj Aziz. It seems the PDP-BJP coalition Government decided to play safe and allowed Shabir Shah to fly to New Delhi who later was arrested at the airport in Delhi.
Pakistan should have realized the under the Ufa agreement the NSA level talks were aimed at discussing the menace of terror and not other issues,including the Kashmir issue.Hence why has Pakistan insisted on discussing all other issues.
And Islamabad should know it that it is the BJP led NDA Government in India and not the Congress led UPA Government.The BJP led NDA Government does not modify and alter or amend its policies under dictation from either the Army or the IB or the RAW when the civilian regime in Islamabad continues to be guided by the dictation from Pak Army and the ISI.
