Early Times Report

Srinagar Oct 4: Despite clear cut directions from the officials of Para Medical Council the owner of Doda based Apex Paramedical Institute after brief lull has once again started admission for various paramedical courses by shifting the Institute to a new location.
The District Administration Doda had sealed the institute after it was found running without registration after February 2013. In this connection some people had also written a detailed letter to the President State Para Medical Council/ Principal GMC seeking the intervention of the senior officials of Para Medical Council to prevent the owner of the Apex Paramedical Institute from duping the innocent students.
As per the complainant Bal Krishan, the institute was blacklisted by the Para Medical council., Surprisingly the owner Ghulam Mohammad Magrey vacated the institute building in the month of May 2015 and started new admission at other location at Dessa road. He said that Magrey is luring the poor youth with the plea that he has obtained the NOC till 2017 under some court order, which according to Bal Krishan is untrue. He alleged that under the garb of fictitious document, he (Magrey) is collecting huge fees from the poor students under the nose of local administration.
"If the institute has been blacklisted by the Para Medical Council, then how come the owner of the institute is making admonitions" asked the complainant and urged the officials of Para Medical Council to direct administration to seal the institute once again which has started functioning at Doda at new place. The copy of the complaint has also been forwarded to Chief Minister Mufti Mohammad Syed and Health Minister to seek their personal intervention so the poor and innocent students could be saved from duping.
After Early Times expose, Asraria Paramedical and Research Institute Kishtwar an unauthorizedly running offshoot of Apex Paramedical Institute at Kishtwar was also closed by the owner and students studying in this offshoot institute were running from pillar to post to get the admission money back, but justice continues to elude them as even after several months there was no outcome of the inquiry initiated by District Administration Kishtwar through ACR Kishtwar on the basis of the complaint lodged by the victims before DC Kishtwar.
It is pertinent to mention that "Early Times" in its July 14, 2015 carried out a detail story confirming the reports that the institute was unregister and the owner dupes many innocent students. Early Times report was based on letter written by Dr. Waseem Qureshi Registrar J&K State Paramedical Council, Government Medical College Srinagar vide letter No. SPMC/GMC/SGR/ 1035-36 dated 31-01-2015 address to Secretary Service Selection Board Jammu stated that "Kindly refer to your letter No. SSB/Sel/Veri/15/700 dated 21-01-2015, confirming that that J&K State Paramedical Council has not recognized /registered any para medical institute outside the state yet as the said institute owner instead of providing them the certificates of Jammu and Kashmir Paramedical Council, provides them the certificates of Karnatka based Sai Paramedical Institute.
Both the institutes not only put the career of the innocent students at stake, but they also lost the hard earned money of their parents as well, beside the government exchequer also suffered huge loss as the institute failed to deposit the requisite fee towards Hospital Development fund (HDF) in lieu of providing training to the students enrolled in the institution till the government decided not to renew the NOC in favor the institute few years ago and since then the said institute in Doda is running illegally and owned approximately Rs. 50 lakhs towards District Hospital Doda. Crime Branch Jammu is also investigating the complaints against the owner of the institute and outcome of the investigation will be key in uphold the justice delivery system.
