Jammu, Feb 1: Some influential persons have captured administrative positions in Sainik Cooperative House Building Society (SCHBS) Sainik Colony Jammu with connivance of officials of Cooperative Societies J&K. According to byelaws of the society, only ex-servicemen who are residing within the colony developed by SCHBS, can be members of the society. "He/she is a person other than legal heir, in whose favour a member has transferred his/her residential plot/house/shop site/built up shop along with share of interest, and such person is also an Armed Forces personnel, serving or retired, and actually residing in the Housing colony developed by the SCHBS, can be a member of the society," byelaws of the SCHBS read. The byelaws also say that those who have their houses or shops in colony developed by the SCHBS but are residing at other places can't become members of the society. But the sitting chairman of SCHBS, Hav Amar Singh, is staying in his ancestral house in village Deeli and his house (No. G-200) has been rented out, sources told Early Times. As per norms, an ex-serviceman, who is not residing in the colony developed by the SCHBS, can't be member of the society. Documents available with Early Times reveal that one of the sitting directors of the society is not an ex-serviceman. "A sitting director SCHBS, Narender Singh is not an ex-serviceman," information obtained under the RTI reveals. "Narender Singh (number 7775616H), joined Army on November 4, 1987 and retired from services on July 31, 1992. He served the army for four years, eight months and 27 days," the RTI revealed, adding that he was discharged from service on compassionate grounds at his own request, hence under Army Rules 13 (3) item III(IV)he is not an ex-serviceman. Sources also told Early Times that political and administrative interference have ruined SCHBS. No senior official of the SCHBS was available for comments. |
