Director suspends officials, disengages RETs
RETs engaged in non-existing school

Jammu, Sept 18: Director School Education (DSE) has placed Zonal Education Officer, dealing Assistant and Senior Assistant Higher Secondary, Pallanwala, under suspension and attached them to the office of Chief Education Officer (CEO), Jammu, for appointing two Rehbr-e-Taleem (ReT) teachers in a non-existing primary school.
The DSE also ordered to disengage the two ReTs and lodge FIR against them through the CEO, Jammu.
The DSE ordered that Joint Director (Trg)/Principal SIE shall frame and serve chargesheet upon Khour ZEPO Surinder Kumar and Jagatar Lal, Senior Assistant in HSS, Pallanwalla, and furnish their reply, if any, within 20 days positively so that a case may be prepared and submitted to the administrative department for initiating disciplinary proceedings against them.
It was also ordered that for such fraud committed on the government, an FIR be lodged by CEO, Jammu, against Amarjeet Singh, Mandeep Kour, Gurdev Singh and Gurdayal Singh.
As per the order copy in possession of Early Times, one Daljit Kour had filed a petition, challenging engagements of Amarjeet Singh and Mandeep Kour as RET teachers in primary school at Channi Mohalla, Sardaran.
She alleged that after objections raised by her on advertisement notice No 6 0f 2013 issued by the CEO, Jammu, for engagement of ReT in Primrary School, Dhar Channi Dewano Migrant Camp, Nai Wala, Zone Khour, a fresh advertisement No CEOJ/SSA/147-35 was issued on July 27, 2014, soliciting applicants for two posts of ReT in the same school.
She alleged that the aforesaid panel was never circulated and selection of Amarjeet Singh and Mandeep Kour was made on August 20, 2104 in pursuance to order No 111176 of August 19, 2014 of DSEJ and on the basis of village committee comprising Sarpanch Urdev Singh (father of Amarjeet Singh) and Gurdial Singh (father-in-law of Mandeep Kour).
Whereas a compliant was also filed by the inhabitants of village Dhar Channi Dewanoon, alleging that no such village existed in revenue records in tehsil Khour and requested for discontinuation of Amarjeet and Manjeet. In the complaint, it was also intimated that vigilance organization had also already registered a case under prevention of corruption Act.
Following the allegations, the DSE ordered an inquiry on May 26, 2016 with the directions that Joint Director (Trg)/ Principal SIE and CEO Jammu shall enquire the matter under what circumstances posts were advertised against the non-existing school.
The joint Director in his report stated that Tavinder Kour had already been engaged as ReT in PS Dhar Channi Dewano whereas Amarjeet Singh, husband Tavinder Kour, was engaged as ReT in PS Dhar Channi Dewano in violation of SSA norms.
"Existence of separate village was manipulated by then ZEO, Khour, Surinder Kumar and then dealing assistant Jagate Lal with an intention to engage ReT in PS whereas the same did not exist anywhere as per revenue records," reads the inquiry report of joint director.
"Neither the school was sanctioned on that date not the village exists as per revenue records and the school has been sanctioned later on by then CEO, Jammu, vide order No CEOJ/41387-89 dated January 23, 2015," the inquiry report says.
