Srinagar, Oct 5: The security agencies in Jammu and Kashmir have shown deep concern over issuance of gun licences randomly without making proper verifications.
Sources said the security agencies have told the government to put some restrictions on issuance of gun licence as they apprehended these weapons may be misused or terrorists may snatch them as they had snatched over two dozen rifles from SPOs for the last three months.
"Government has been told that only those should be given licences who are properly verified and their credentials are properly verified that he or she won't misuse the weapon," a senior police official said.
As per official figures, 1.5 lakh gun licenses have been issued for the last six-years in the state.
As per official details, 1, 17,905 gun licenses have been issued between 2010 and 2013. In 2014 and 2015, 45385 and 26094 gun licences have been issued respectively.
This year till June, 3388 licences have been issued in the state. The arms licences are issued to the civilians/army/security personnel for self-protection as per the provision of Arms Act, 1959 and Arms Rule 1962.
The data reveals that for the last two years, Kishtwar district tops among the 22 districts of the state with 30872 gun licenses being issued of which 20,610 licenses were issued in 2014 and 10262 in 2015.
Kulgam administration has issued 4700 licenses in 2014 and not a single one in 2015. Kupwara issued 7900 in 2014, 4700 in 2015 and 383 in 2016. Udhampur district has issued 210 licenses in 2014, 564 in 2015 and 132 in 2016. Poonch administration has issued 2419 licenses in 2014, 3453 licenses in 2015 and 04 in 2016. 1584 licenses were issued in 2014, 1488 licenses in 2015 and 1945 in 2016 and Rajouri issued 454 licenses in 2014, 320 licenses in 2015 and 1034 in 2016. Ramban issued 6417 in 2014, 1953 in 2015 and only 29 in 2016.
Jammu district has issued 882 and Srinagar district issued 76 gun licences for the last three years. Anantnag district has increased its licenses from 476 in 2014 to 2550 in 2015 while no license was issued by DC Anantnag in 2016.
As per the official data, 1826 cases have been registered since 2008 to March 2016 under the Arms Act in JK.
The data reveals that 352 cases were registered in 2008 under the Arms Act in J&K whose number reduced to 289 and 225 in 2009 and 2010 respectively. There was slight increase in registration of cases in 2011 when 231 people were booked under this Act. However, there has been sharp decline in registration of such cases for the last four years, 2012 (186), 2013 (173), 2014 (180) and 2015 (146). In this year till March, 44 cases Arms Act cases have been registered in the state. The Arms Act 1959 is an Act to consolidate and amend the law relating to arms and ammunition in order to curb illegal weapons and violence stemming from them.
