Early Times Report
JAMMU, Oct 5: In violation of norms of propriety, retired employees continue to head unions of Government employees and project them as leaders, politicizing these unions and affecting the administration of the government departments adversely.
The rules and regulations govern the working of government employees till they are in the service and after retirement the retiree goes out of the purview of these rules having no relevance with the functioning and activities of the in-service government employees. Interestingly it has come to fore that the retired government employees union leaders, now affiliating with different political parties are trying their best allegedly to overtake the platform of government employees union for their vested interest.
Sources told Early Times that the sudden appearance of some retired government employees' union leaders few days ago, calling for constitution of a common platform to pursue employees' long pending issues particularly the 7th Pay Commission has created ripples among the in service employees suspecting some hidden agenda behind it.
"As a matter of fact all the issues related to the welfare of the government employees are handled by the in service government employees running unions to project their demands before competent authorities. Under the circumstances, it is absolutely against the ethics and polices government employees unions that retired employees indulge into the official affairs of the government employees who cannot represent the grievances of the employees before the higher authorities, sources informed.
They further added that these retired employees leaders had to authority to negotiate with the government on behalf of employees and moreover in any event of negotiation, government invites only in- service government employees' union leaders which can be vindicated from the recent two meetings called by government.
"Last month, the government called government employees union leaders for meetings to discuss their issues. In first meeting which was called by Commissioner Secretary GAD and later Commissioner Secretary Finance, none these retired employees leader were called which adequately clear that these people have locus standi to poke their nose with regard to problems of government employees," sources informed.
