Avinash Azad ET Report JAMMU, Oct 5: A land grabber under patronage of his SDM brother and in connivance with revenue officials tampered land record and transferred a piece of land belonging to widow from his village. Astoundingly, when the victim approached the revenue authorities, instead undoing the wrongs, an IAS officer, then ADC Jammu too ordered status-quo on grabbed land, in Bishnah Tehsil. Victimized by the anarchy of Revenue department, the hapless widow, Bimla Devi is waited for one year for justice. "A PHE employee, from village Pasgal, under patronage of his brother, presently posted as Sub District Magistrate, using his influence over revenue officials in Bishnah Tehsil, tampered land record and transferred a piece of land on his name in 2014", alleged Bijay, son of Bimla Devi. "Piyush Singla, IAS, the then ADC Jammu ordered status-quo on the land grabbed by the accused. The status-quo was ordered on September 2, 2015 and we had to wait almost an year to get justice", he said, adding that unable to bear expenses in contesting the case, they appeared regularly in the court of Additional Deputy Commissioner, Jammu. "In his order dated July 27, 2016 the ADC Jammu going through the record produced by the us, vacated 'arbitrarily' imposed status-quo", he said. "The land was allotted to my maternal grand-father, Nillu Ram after 1947 (partition), since the mother is only child, after death of her parents the land was transferred in the name of my mother, Bimla Devi, and land remained in her name till 2014 when the accused in connivance with Patwari concerned and other officials of Tehsil Bishnah, hatched a conspiracy and tampered the record without our knowledge" he narrated to ET. He alleged that the land grabber had also grabbed land belonging to custodian in the area and had transferred land of poor people of the area by using his influence. He further said that victim of land mafia and revenue officials have sought court's help to come out from the clutches the mafia. "On February 1, 2016, the Court of Special Judge Anti-Corruption, Jammu had directed Vigilance Organization Jammu to register an FIR and investigate the matter", he said. He further said that another case against the accused and revenue officials is pending in the office of Deputy Commissioner Jammu. "Suit under section 32 of the Land Revenue Act, for correction of revenue records in respect of land in village Pasgal, Bishnah Tehsil", he added. "Hearing for correction of revenue records will be held in the office of Deputy Commissioner Jammu, on October 7, and we hope justice would be done", he added. He further said that preliminary investigation by the SVO has also completed and hopefully an FIR against land grabber and revenue officials would be registered soon. |
