'AC leaked key documents, facilitated stay on promotion list' | Patwaris level serious charges | | Asif Iqbal Naik

Srinagar, July 24: The Patwaris, who are striking hard to get the Departmental Promotion Committee (DPCs) cleared for last several years, have accused Assistant Commissioner (Central) of leaking vital documents and facilitating a stay order on promotion list from the High Court. Speaking to Early Times, several Patwaris said that despite strict directions from Governor N N Vohra on long pending demands of Patwaris regarding conduction of DPCs, it was again kept in abeyance due to negligence of AC Central Jammu.The alleged that the AC "deliberately leaked the agenda of the meeting, which is a secret document, before it was approved in the meeting to be chaired by the Divisional Commissioner Jammu in which all the Deputy Commissioners were the members." They said that after the pen-down strike of Patwaris for 39 days, the Governor of J&K directed the concerned authorities, that is, Financial Commissioner Revenue and Divisional Commissioner Jammu to fulfil the long pending DPCs of Patwaries to the post of Girdawars before July 24. They said that responding to the Governor's directions, Divisional Commissioner Jammu issued meeting notices several times but same was deferred for unknown reasons repeatedly for at least four times. Lastly when the date of DPC meeting was fixed as July 20, it was again postponed for July 23 for unknown reasons. In the meantime, the agenda of meeting was unofficially circulated in social media by some Patwaris of Rajouri much before the fixed date wherein the district-wise quota for each district against 75 vacant posts was clearly mentioned, prompting some Patwaris of Jammu division to approach to the High Court which stayed the promotion of the Patwaris. It is pertinent to mention here that the agenda was prepared by the Divisional Commissioner office as per the High Court directions to conduct the DPCs as per Decentralization Act 2010. But due to the leakage of meeting agenda on social media much before the meeting, some Patwaris of Rajouri challenged the Decentralization Act and the same was submitted to Divisional Commissioner office on the date of DPC, that is, July 23. As per some aggrieved Patwaris the leakage of agenda and postponement of DPC meeting was well planned and they fear that authorities are not serious to address their genuine demand. They further stated that when the agenda of their DPCs was ready and the same was discussed in the meeting on July 23, then what was the reason for keeping their promotion in abeyance. They are now requesting Governor and his Advisor to look into the matter and order a probe into the matter and accordingly issue necessary directions to Divisional Commissioner Jammu to convene a meeting at an earliest failing which they will be compelled again to come on roads and go on strike. |
