Early Times Report Jammu, Nov 7: Having failed to keep its word on key issues concerning masses, the NC led coalition Government is all set to falter on one more commitment it made early this year. With the two alliance partners not able to find any meeting ground on the issue of empowerment of Panchayats, one more democratic institution will face the same fate as Urban Local Bodies elections are unlikely to happen by the end of this year. Sources within the Government said that even though Chief Minister on the first day of reopening of offices in the winter capital tried to paint a good picture about relations between two allies on the issue of 73rdand 74th amendments, the fact remains that both National Conference and Congress have not convened any meeting ever since the State Cabinet announced deferment of BDC polls last month . Syed Junaid Hashmi Jammu, Nov 7: With 82.1 percent deaths, Jammu and Kashmir has registered highest percentage of neonatal deaths to infant deaths According to figures unveiled by Ministry of Statistics and Programme Implementation, the percentage of early neo natal deaths for total infant deaths varies from the lowest level of 38.7 percent in Kerala to the highest level of 82.1 percent in J&K. This is far higher than the national average. The percentage of early neo-natal deaths to the total infant deaths at the national level has been 53.9 and it varies from 54.6 in rural areas to 49.6 in urban areas. Early Times Report SRINAGAR, Nov 7: The lifting of advisory by the British Government for its citizens against visiting Kashmir will not have much affect on tourism in the region, which is economically being benefited by the local tourists. According to State Government about 14-lakh domestic tourists arrived in Kashmir and the number of foreigners was just about 15,000.
