10 IAS Babus to retire, re-engagement on cards
Runiyal to join politics; Dewan, Basharat, Tantry eyeing PSC

JAMMU, Jan 12: Corrupt or Honest, Charge-sheeted or awarded, victimised or darling of all; Bureaucrats, Politicians, Police Officer in Jammu and Kashmir all begin hobnobbing for re-engagement or re-employment even before the calendar tells them their retirement date.
Despite promising the state not to re-engage officers after their superannuation, Chief Minister Omar Abdullah has been unable to keep his promise. Now, 10 IAS officers are superannuating this year. Besides, 55 KAS officers are in the last year of their service if the state government does not give green signal to enhancement of the retirement age in the upcoming budget session.
Of the retiring IAS officers, 9 of the 10 are state subjects. Hence, their re-engagement or re-birth as messiah of 'deserving class' either in Politics or in Public Service Commission or in some other Commission or a consultant or as expert or as head some University or Board is a foregone conclusion. Parvez Dewan, a 1977 batch IAS officers who has of late turned writer, is retiring in October 2012. He would be superannuating from Union Ministry of Tourism as its Secretary.
Dewan preferred not to return from central deputation after he left in April 2006. Sources said that a hint was dropped by Dewan in early 2013 that he would return only if promised to be rehabilitated after his superannuation. Probably, owing to his interest in academics, Dewan would have been eying the prestigious post of Chairman of Jammu and Kashmir Public Service Commission (JKPSC).
With present Chairman S.L.Bhat retiring in September 2014, Dewan can keep his fingers crossed and lobby. If the sources are to be believed, Dewan is likely to face stiff competition from ex-Commissioner/Secretary to government (GAD) Mohammed Sayeed Khan and Present Chairman of State Electricity Regulatory Commission (SERC) Power Development Corporation (PDC) Basharat Ahmed Dhar. Even ex-Health Secretary Ghulam Ahmed Peer could be a surprise pick.
1952 born Peer had earlier been lobbying for being appointed member in the PSC. Pankaj Jain, who would be retiring in September this year is likely to return to his native state Uttar Pradesh after his superannuation. State is unlikely to bring him back from deputation in New Delhi till the end of this year. Commissioner/Secretary Labour and Employment Bashir Runiyal who is retiring in March, is all set to don the cap of politician and make efforts to get elected to assembly from Banihal.
Despite tight schedule in the civil secretariat, sources maintain that Runiyal spends his holiday in Banihal. His visit results in both Congress Minister Viqar Rasool and NC Candidate Sajjad Shaheen rushing back to the constituency. Both are not taking threat of Runiyal's second inning lightly. Commissioner/Secretary Rural Development Farooq Peer who is retiring in April 2014 would be having his eyes on the vacancies in the Jammu and Kashmir Public Service Commission (PSC).
Though he has not made his intentions known publicly, but people close to him do talk about his aspiration of contributing in the commission after retirement. Secretary Industries Farooq Factoo, who is known for being honest and upright, would make it to the PSC if the state government goes strictly by merit and desists from making political appointments. Factoo too is mum about his plans post-retirement.
Farooq Factoo would be superannuating next month i.e. February 2014. Secretary ARI and Trainings Ghulam Hassan Tantry would be eyeing vacancies in various commissions. He has served as Secretary in the Public Service Commission (PSC) and is known for his legal expertise. He is retiring in April. Sources said that Secretary CAPD Mohammed Abbas Dar, who is retiring by the end of this month, would be seeking re-engagement as Consultant in the Cooperative Department or being posted as Managing Director of some Corporation. They maintain that Dar claims of being expert in handling cooperative institutions. Secretary Cooperatives Sudershan Sharma is also retiring alongwith Dar.
Secretary Higher Education Sheikh Mushtaq and Secretary Social Welfare Mohammed Shafi Rather would be retiring in December 2014. Their fate would by and large depend on the government which would take over since they would be superannuating during the assembly elections in the state.
