CBK presents challan against BOPEE chairman | 24 others named as accused | | early times report Jammu, Jan 12 (JNF): Crime Branch Kashmir today presented challan against Peer Mushtaq Ahmed, former Chairman BOPEE and 24 others in much publicized BOPEE scam at Jammu in the house of Special Judge Anticorruption Kashmir due to winter vacation at Kashmir. It is worthwhile to mention herein that three of the accused were minors at the time of occurrence. The case has been fixed for hearing on January 18. According to the challan, the crime branch Kashmir received a communication NO GAD/SER/GENl/68/2013 dated July 7, 2013 along with enclosures from Secretary to Govt GAD wherein it was alleged that the reports from different quarters have been received about irregularities committed by the J&K Board of Professional Entrance Examination authorities while conducting the common entrance test examination on 23rd and 24th of June 2012. It was further alleged that some reports indicate about question papers were sold against monetary considerations to the candidates before the conduct of examination. The State Govt directed Crime Branch J&K to conduct in-depth investigation into the allegations. After receipt of aforesaid communication, a preliminary enquiry into the conduct of Common Entrance Test during the year 2011, 2012 and 2013 was conducted. During the course of enquiry it was reliably learnt that one Farooq Ahmed Itoo r/o Darigund Bijbehara Prop of computer Institute namely Infotec Computers at Bijbehara a close associate of the then Chairman BOPEE Peer Mushtaq Ahmad had made available question papers to some candidates against monetary considerations for CET 2012. Accordingly the selection list for the years 2011 and 2012 were obtained from BOPEE. On scrutiny of selection list of MBBS candidates for the year 2012 and further enquiries made from different corners, it surfaced that a good number of candidates from a particular area made it to the top of MBBS merit list which the investigation found to have been possible by accessing the question papers in advance by various selected candidates, after having been made illegally available by the former Chairman J&K BOPEE to Farooq Ahmed Itoo who sold these question papers to his associate, touts, co-conspirators and parents of aspiring candidates against hefty amounts. While concluding the enquiry, it surfaced the officers/officials of BOPEE in league with Farooq Ahmed Itoo and others have by abuse of their official position fraudulently and dishonestly made available the question papers to beneficiaries during the conduct of CET examination 2012 and in order to confer undue benefit upon the selected beneficiaries with a view to obtain wrongful gain for themselves. Accordingly a case FIR NO 24/2013 u/s 5(1) (d) r/w section 5(2) PC Act and section 420/120-B RPC was registered on September 24, 2013 and to investigate the allegations relating to CET 2011 and 2012 and investigation was sent into motion. During the course of investigation, the records having bearing on the subject were obtained from office of BOPEE and concerned Medical Colleges like Srinagar, Jammu and SKIMS Soura. After conducting thorough investigation into the matter today Crime Branch Kashmir presented preliminary charge-sheet in case FIR NO 24/2013 u/s 5(1) (d) r/w section 5(2) PC Act and sections 406/201/420/120-B RPC before Special Judge Anticorruption Srinagar against 25 accused persons including Peer Mushtaq Ahmed former chairman BOPEE. Regarding some other accused persons, the investigation is still on and charge-sheet against those persons shall be filed separately. JNF |
