26 % capital expenditure in 8 months explodes development myth

Jammu, Jan 12: The 26 percent expenditure of capital component of annual plan 2013-14, by various government departments in eight months of financial year have exposed the tall claims of Omar Abdullah led coalition government of development activities' pace.
Sources informed Early Times that revenue component of Annual plan comprised mainly of salaries and other expenditures, but it was the capital component which comprised of new development activities being done by various departments.
"In the first eight months of financial year various government departments have been able to utilize only Rs. 1184.57 Crore (26 Percent) out of total Rs. 4417.56 Crore of total capital component released in eight months of financial year 2013-14", sources said, adding that dismal expenditure only reflected the pace of various developmental activities being executed by said departments.
The Agriculture sector and allied departments involving Agriculture Jammu & Srinagar, Horticulture, SK Agriculture Universities, Horticulture Planning and Marketing, JKHPMC, Command Area Development both wings, Rashtriya Krishi Vikas Yojna, Sericulture were given Rs. 260.08 Crore of capital component but in 8 months they have spend only Rs. 87.85 Crore, which was only 33 percent, sources said.
They further said that Animal and Sheep Husbandry department involving Animal Husbandry J&K Sheep Husbandry J&K, and Sheep Products Development Board were given Rs. 17.04 Crore but had spent only Rs. 3.06 Crore till November 2013, which was meager 18 percent.
Parks and Garden Department involving Kashmir and Jammu division were given Rs. 17.08 Crore but had spent only Rs. 6.88 Crore, which was only 40 percent of sanctioned capital component in eight months.
Moreover, an amount of Rs. 1.27 Crore was released in favour of General Administrative Department including NFB (PSC) Jammu and Kashmir, NFB (Service Selection Board) Jammu and Kashmir division, Institute of Management and PA and State Information Commission but same had spend only Rs. 13 Lakhs which was only 11.54 percent of expenditure on released capital component.
Chief Minister Secretariat involving Civil Aviation, Estates Department Jammu and Kashmir division, NFB (H&P) Jammu and Kashmir division, were given Rs. 41 Crore but same had spent only 37 percent of released amount that was only Rs. 15.5 Crore in eight months.
Education department involving Direction and Administration both divisions, Secondary Education Jammu and Kashmir, Rashtriya Madhyamik SA both divisions, Higher Education, Technical Education, Physical Education, Craftsman Training ITI were given Rs. 161.94 Crore, but had spent 46 percent of capital funds viz-a-viz Rs. 74.55Crore in first eight months.
Worst performer is the Finance department, which involving Finance department Jammu and Kashmir division, Upgradation grants, Revolving funds for PSU's able to spend only 3.57 % of total amount released. An amount of Rs. 231.42 Crore was given to the said department but same had spent only Rs. 8.25 Crore.

Similarly, Forest Department involving Social Conservation, Integrated Watershed Development Project, Social Forestry, Fisheries, Pollution Control board, Ecology and Environment, Forestry (Territorial) Forest Protection Force, State Forest Research Institute, Wildlife Preservation were given Rs. 47.59 Crore but had spent only 19.34 percent of released amount that was only Rs. 9.20 Crore.
An amount of Rs. 146.69 Crore were released in favour of Health and Medical Education department involving Health Jammu and Kashmir, Associated Hospitals Jammu and Kashmir, Medical College Jammu and Kashmir, Dental College Jammu and Kashmir, Insitan System of Medicine and Drugs and Food Control, but in eight months the department was able to spend only Rs. 93.40 Crore which was 63 percent of released amount.
SK Institute of Sciences involving Institute of Medical Sciences, Jhelum Valley Medical College were given Rs. 45 Crore but had spent only Rs. 14.88 Crore, which was 33 percent of released amount in eight months.
Home department involving Fire Services, Home Department Jammu and Kashmir wing were given Rs. 8.25 Crore but same had spent only Rs. 2.16 Crore, which was 26.19 percent of released amount, besides Housing and Urban Development Department involving Sewerage, Drainage, Housing, Dal Development, Urban Development Urban Poverty Alleviation were given Rs. 637.87 Crore but had utilized Rs. 89.62 Crore, which was meager 14.05 percent of released amount.
Industries and Commerce Department involving various wings were given Rs. 80.33 Crore but same had able to utilize only 20 % of released funds which were only Rs. 16.23 Crore.
An amount of Rs. 298.21 Crore were released in favour of Irrigation and Flood Control involving Ravi Tawi Irrigation Canal, Maj/Medium Irrigation Jammu, Kashmir, Minor Irrigation Kashmir Jammu, Flood Control Jammu and Kashmir, PHE Jammu and PHE Kashmir but same had utilized only 22 percent of released funds, which was only Rs. 67 Crore.
Labor and Employment department was given Rs. 77.38 Crore but same had utilized only 8.83 Crore, which was only 11,42 percent, Law department was given Rs. 16.50 Crore but had utilized only 26.93 percent funds that was Rs. 4.44 Crore.
Power Development Department was given Rs. 385 Crore but had utilized only 21 percent of released funds, that was only Rs. 79.77 Crore, Planning and Development Department involving various divisions was given Rs. 1137.10 Crore but had utilized only 29 percent of released funds, that were only Rs. 334.35 Crore in eight months.
Revenue Department involving Agriculture Economics and Statistics and Land Reforms was given Rs. 7.15 Crore but same had utilized 18.70 percent of released amount which was Rs. 1.33 Crore.
Rural and Development department was given Rs. 56.52 Crore, but had utilized only Rs.98 Lakhs, which was meager 1.73 percent of released amount.
An amount of Rs. 520.57 Crore was released to Roads and Building Department involving R&B Jammu and Kashmir division, Mechanical Engineering Jammu and Kashmir, Special Programme Bridges Reconstruction, PMRP Roads, PYGSY roads but in eight months only 41.18 percent of amount was utilized, which was only Rs 214.38 Crore.

Social Welfare Department was given an amount of Rs. 92.54 Crore but had spent only Rs. 6.23 Crore which was only 6.83 Crore, besides Science and Technology department was given Rs.18.95 Crore but had spent only 47.65 percent of funds, only Rs. 9,03 Crore in eight months.
An amount of Rs. 90.08 Crore was released in favour of Tourism department including Development Authorities in eight months of Financial year but were able to utilize meager 38 percent of funds, that was Rs. 34.93 Crore, besides Transport Department was given Rs. 8.50 Crore but had been able to utilize only Rs. 44 Lakhs, which was only meager 5.26 percent of released amount.
