Kishtwar, Dec 6: Reacting to the news item published in Early Times titled "RDD officials, Sarpanch nexus siphoning off MGNREGA funds" Additional District Development Commissioner (ADDC) Kishtwar Jatinder Kumar Singh vide his letter No: DCK/SQ/2140-41/12 dated 4-12-2012 ordered Assistant Commissioner Development (ACD) Kishtwar to hold an inquiry into the matter.
The ADDC in his order further directed the ACD to treat the matter as urgent and submit the factual report within 7 days.
It is pertinent here to mention that Early Times in its report brought the irregularity pertaining withdrawal of over Rs. 2 Cr meant for skilled labourers/material cost by the officials of RDD block Marwah on the names of the Sarpanches under MGNREGA to the fore.
The RDD officials in Marwah block withdrew a sum of more than Rs. 2 crore in the name of local Sarpanches. The people complained that the department neither provided those skilled labrours nor any material.
They alleged that the amount withdrawn on account of material cost and skilled laborers was embezzled and misappropriated by the RDD officials- Sarpanches nexus. As per the details available with "Early Times", Department of RDD Marwah withdrew an amount of Rs. 21.71 lakhs on account of skilled labor/material cost in the name of Abdul Razak Mattoo who happens to be the Sarpanch of Renie (A) Panchayat of Marwah block.
The said payment was released by the department through 4 cheques issued on three different dates. The first payment of Rs. 7.04 lakhs comprises of Rs. 2.52 lakhs as skilled labourers and Rs. 4.52 lakhs as material cost was withdrawn wide cheque No: 190307 dated 18-01-2012.
The second installment of payment of Rs. 7.45 lakhs comprises of 2.47 lakhs as skilled labourers and 4.98 lakhs as material cost was withdrawn wide cheque No: 190320 dated 31-01-2012. The third installment of payment of Rs. 2.194 lakhs comprises of 1.097 lakhs as skilled labourers and Rs, 1.097 lakhs as material cost was withdrawn wide cheque No: 203905 dated 26-03-2012 and the fourth installment of payment of Rs. 5.026 lakhs comprises of Rs. 2.51 lakhs as skilled labourers and Rs. 2.516 lakhs as material cost was withdrawn wide cheque No: 203906 dated 26-03-2012.
The total amount withdrawn in the name of Sarpanch Abdul Razak Mattoo was Rs. 8.597 lakhs skilled labor charges and Rs. 13.113 lakhs of material cost. The locals informed the Early Times that similar pattern was also adopted to withdraw the payments in other panchayats of the block Marwah and demanded an investigation against both the officials as well as against the Sarpanches.
People of Marwah also demanded recovery of all the money withdrawn on the name of Sarpanches so that the same could be distributed among the poor and needy people who suffered on this account.
General public said that after their participation in Panchayat election in 2010, they hoped that newly elected Panches and Sarpanches will play active role in solving their problems but many villagers alleged that officials of RDD and a local employee plan things in a closed room and withdraw public money meant for the poor people without doing any work. |
