LC polls naked fraud on electoral system of J&K, alleges NPP
"Sabotaging democratic process would have dangerous consequences"

Jammu, Dec 6: National Panthers Party (NPP) today described the results of four seats reserved for panchayat representatives in the Legislative Council in Jammu and Kashmir as a naked fraud on the electoral system committed by the Congress and National Conference leaders.
Of the four LC seats which went for polls on December 3, NC and Congress bagged two seats each results of which were declared today.
"The results for four Council candidates from two Panchayat constituencies in J&K have shocked the conscience of 10 million people of J&K as EVMs in 60 block stations out of 66 in Jammu were replaced and manipulated. It is a naked fraud on the electoral system done by the coalition and particularly by union ministers Ghulam Nabi Azad, Dr. Farooq Abdullah and chief minister Omar Abdullah," the NPP leaders Prof. Bhim Singh, Harsh Dev Singh, Balwant Singh Mankotia, Yashpaul Kundal, and Syed Rafiq Shah alleged in a joint statement.
They claimed that Assistant Returning Officers of Samba and Udhampur districts refused to oblige the Chief Minister's Office in this regard knowing the consequences of fraud.
"The Panthers Party has been opposing the use of EVMs in the election as the ruling NC-Congress had been playing this fraud in the Lok Sabha and Assembly elections. There were only 66 stations in Jammu and 77 in Kashmir. Huge money was given to the companies owned by the Congressmen to conduct Council polls through EVMs which could easily be hacked and manipulated. Replacing one EVM to store less than 200 votes is a matter of minute for the Presiding Officers. Also the Presiding Officer never provided the code numbers to the polling agents to compare the used computers at the polling stations with other EVMs which were opened at the counting tables," they claimed.
"How could ruling alliance candidates of both NC and Congress could secure 9000 votes (+) out of odd 15000 votes in Jammu whereas in Kashmir each candidate of ruling alliance got 8000 votes (+) to make it sure that each candidate of the ruling alliance sales through without any problem.
After ensuring 100% success of the ruling alliance candidates, the manipulators distributed the remaining votes among other candidates according to the status of their parties. This is the situation in J&K which cannot be ignored under any situation," the leaders added.
Warning the Central leadership of dangerous consequences for sabotaging democratic institutions, electoral process and democracy in J&K, they said, "It is being done to keep family rule intact and seek a token share in power and loot for the Congress leadership. Azad and Dr Abdullah have been father of manipulation and electoral fraud in J&K. Entire India is suffering, more than 100,000 youth died in militancy which developed in J&K because of the rigging and electoral fraud committed by the Congress and NC leaders with MUF candidates in 1987," they alleged.
The statement claimed that Bhim Singh had won Parliamentary By-election in 1988 by 32000 votes "yet he was declared defeated."
"The election was manipulated by Azad and Dr Abdullah. Salahuddin sitting in Pakistan calling for so-called Jihad is revengeful because Dr Abdullah as Chief Minister, declared him defeated in 1987, put him in jail, tortured him in bathroom. What kind of democracy the national leadership wants in J&K," the NPP leaders asked. They warned that "fraud" committed by the NC and Congress shall not help peace line to run any longer in J&K. "People of Jammu shall not be allowed to be treated like sheep by the Kashmiri rulers under the patronage of Delhi.
The Panthers Party believes that ballot shall replace bullet in democracy whereas anarchy replaces when ballot fails. Consequences are disaster for future generations," they warned.
The NPP leaders demanded immediate cancellation of Panchayat Council elections, a high power judicial inquiry into EVMs hacking and pinning responsibility for this "criminal assault on electoral process by the government and their officials without any delay."
They also called on the people of J&K to get ready for a final call to save democracy and rule of law in J&K in the interest of peace and national unity.
