Jammu, Dec 8: In a shocking development, the government appointed `tainted' former chairman of BOPEE, Mushtaq Ahmad Peer as IT consultant with powers to conduct all tests for non-gaztted and class IV appointments in future. Pertinent to mention here the sale of question papers for Common Entrance Test (CET) by touts during his tenure as chairman BOPEE are still being probed by the state Vigilance Organization and the Crime Branch. The scandal not only hogged the headlines early this year but complaints were also specifically filed with the state crime branch and the vigilance organization. The sanction to probe the complaint was accorded by the vigilance commissioner in the month of September at a time when the admission process to the various courses based on CET scores had almost been closed. The allegations leveled against the erstwhile BOPEE chairman indicated that at least two touts both of whom had known proximity to the former chairman belonged to south Kashmir. Ironically, most of those finishing at the top of this year's CET select list for MBBS course belonged to areas where the touts had reportedly "sold the question papers in south Kashmir". The conduct of the erstwhile chairman was so shady in handling the CET last year that while he changed the keys of three questions one each in physics, chemistry and biology after the test on the representation of the candidates, surprisingly the original options were also treated as correct for final calculations. As per the brochure of BOPEE which stipulates the CET rules, it is clearly stated that only one option out of the four multiple choice answers for each question is correct. It must also be mentioned that representations had been made in case of many other CET questions for which the answer options were incorrect, but the chairman of BOPEE accepted just three corrections those too arbitrarily to satisfy the public outcry. When candidates sought the details of the records on the basis of which the keys had been revised through RTI applications, the BOPEE plainly refused to furnish the details claiming that the information was highly secret. It has been reliably learnt from BOPEE sources that corrections in the answer keys had not been approved by the chairman on the relevant file at the appropriate time and the BOPEE had to get the approval from him after he demitted the office as the chairman. Most significantly had the original option for three questions which were accepted as wrong and revised by the BOPEE not also been treated as correct in gross contravention of its own rules, it would have led to the recasting of the entire CET select list. In this background, entrusting the conduct of tests for non-gazetted and class IV appointments to somebody whose very integrity has come under question is nothing short of ensuring a field day for touts on a bigger scale where they would sell government appointments to the highest bidders. Ironically, the IT consultant has been appointed to ensure transparency in government appointments in future. |
