SIC, SVO sit on complaint against Custodian Deptt
When will commoner get justice?

Jammu, Dec 15 : The reluctance of the State Information Commission (SIC) and State Vigilance Organization (SVO) to provide justice to a commoner reflects how these bodies encourage the corrupt.
Muhammad Sultan Nagoo of Gopalpora Budgam was allotted few marlas of land on lease at Sarai Payeen in Srinagar in 2007 for Rs 15 lakhs. After some months he learnt that the department was supposed to charge only rupees five lakh as per the market value of the land and the rest of the money was swindled by the department.
Nagoo used RTI to get details few years back. Ironically he was not provided the exact information by the Public Information Officer who happened to be the Custodian Evacuee Properties Department Kashmir and the person allegedly involved in the scam.
In October 2010 Nagoo filed a complaint with State Vigilance Organization as well. He said he filed 1st appeal before the Custodian General when the Information was not provided. "I was not satisfied with his reply too and finally I approached the State Information Commission (SIC) and filed second appeal there," he said.
"My joy knew no bounds when the Chief Information Commissioner pronounced the judgment in my favour on October 12, 2011 and directed the Custodian Evacuee Properties Department to provide me the exact information which included the details of market rate of the land within ten days but the exact Information has not at all been provided till date," he said.
Subsequently a non-compliance complaint was also filed by the applicant before the Commission nine months back.
"Till date no action has been taken against the concerned officers who violated the orders of the commission. I urge the SIC officials to look into the matter but they dodged me on one pretext or the other. I now appeal Chief Information Commissioner to look into my complaint at an earliest otherwise people will lose faith in Right to Information RTI," he said. In blatant violation of rules governing the RTI Act, the Custodian Evacuee Properties Department Kashmir has failed to furnish details under the RTI to an inhabitant of Chadoora within the stipulated time.
Muhammad Sultan Nagoo of Gopalpora Chadoora had filed the RTI in the Department to seek information regarding a case related to leasing out of a land belonging to one Sheikh Azizudin at Sarai Payeen Srinagar.
Subsequently Mohammad Sultan Nagoo had filed a complaint with State Vigilance Organisation as well and in spite of the clear facts that Custodian Officials are involved in the huge corruption scam till date no formal FIR has been filed against the officials involved. " I have been going to meet various officers at SVO office but they never listen to me , I even sent 6 complaints to CM's grievance cell but I didn't got any justice"Nagoo added
