| ‘Budget session must be convened in Jammu at any cost’ | | Vote on account for how long…., regular session impossible in Kashmir…' | | Early Times Report Jammu, Dec 15: With uncertainty over fate of existing Assembly complex after collapse of its major portions few days back fuelling the speculations that a full Budget session might be convened in Srinagar as one of the options under Government consideration, Jammu based legislators are all set to oppose any such move contending this would amount to negating age old practice and precedence besides undermining the importance of the winter capital. The opposition is also on the premise that this would set a new precedent which is against the spirit of democracy and the entire state. "This would not be allowed to happen at any cost……Jammu will certainly lose its significance if Budget session of legislature is not convened here for whatever reasons……", said veteran politician and leader of BJP splinter group Prof Chaman Lal Gupta. Moreover the move would turn out to be futile as a regular session in Kashmir is just impossible….he said, explaining that uncertain situation has never allowed the session there to be convened for more than a week. Prof Gupta said the present Government and even the Chief Minister Omar Abdullah has been often talking of holding three sessions in the year , something which is yet to fructify. "The Government cannot afford to change this precedent even for this year alone……the Budget session is only session where we see some meaningful business in the interests of people … rest is all constitutional formality …….so it has to be convened on all costs in Jammu ", Prof Gupta asserted adding ,"It is for the Government to look for suitable alternatives in case they are not able to convene it in existing Secretariat. "This Government wants to abolish all those practices and precedents which are someway in Jammu's favour……convening of Budget session in the winter capital is for ages and this has to continue the same way for all times…", J&K Panthers Party president and MLA Harsh Dev Singh maintained in a meaningful tone. The new Assembly Complex shall not be completed before 2015 or may be more …..the condition of existing complex is not fit for holding session unless some immediate renovation and repairs are initiated , which appear a remote possibility given the delay we see in some prompt action, Harsh Dev said , questioning," I wonder for many years the Government would go for vote on account move, something which is being heard as one of the options…?" . The Panthers Party leader said instead of exploring options for Kashmir , the Government must focus on the alternatives here in Jammu. They can go for pre fabricated structure as mooted already or restore the position of the Complex with necessary measures so that it becomes safe by all accounts,he said. There is one more option they can consider of holding the session in Mubarak Mandi Complex , where the Royal Durbar used be held, he further said, adding that Government resorts to any move of tampering with Budget session in Jammu, it would be opposed and resisted. Harsh Dev Singh also lamented the loss and damage to Historical building contending it is not merely destruction of a concrete structure but it is a loss to Dogra Heritage and Legacy due to criminal negligence of the engineers . "This Government would be remembered for its inefficiency and incompetence to save such historical legacies…", he added.
