| District administration issues notification for acquisition of 1219 Kanal land | | Two decades later, Pakal-Dool prepares to take off | | Asif Iqbal Naik kishtwar, Dec 17: Shrouded in long official red tape for nearly 20 years, 1000 MW Pakal-Dool Hydro Power Project might finally see the light of the day with the issuance of notification by Collector Land Acquisition Kishtwar who today vide order No: 993-98 17-12-2012 issued order for acquisition of 1219 Kanal and 4 Marlas land in Kwartanji village of Kishtwar district for construction of power house to be constructed on river Marru-Sudar. The project will be constructed at an estimated cost of nearly Rs. 8000 crore under joint venture by NHPC and Chenab Valley Power Project Private Limited (CVPPP Ltd). This prestigious power project was first conceived in the year 1992 by Central Water Commission and the DPR of the project was submitted in the year 2005 by NHPC and was finalized for the execution in the year 2005. NHPC also floated tender for execution and civil works in the year 2008, but with the intervention of State Government, the said tender notice was cancelled and State Government during Azad regime constituted joint venture named as CVPPP Ltd for execution of 8 hydro power projects having capacity of over 6000 MW including 1000 MW Pakal Dool. At an initial stage the project cost was Rs. 1000 crore, but due to 20 years delay the power project costs touche Rs. 8000 crore and is expected to increase further in case there is any further delay. CVPPP Ltd floated fresh tender in the month of April 2012 and the same was opened in the month of September 2012, but even after the lapse of nearly 3-4 months, the final contract hasn't been awarded yet, the reasons best known to the officials at the helm of the affairs. As per the fresh DPR, E level of the project will be 1710 meters as compared to earlier 1805 meters above the sea level thus reducing the acquisition of area falling under DForest and Wild Life. The project is said to be an important venture for the State Government, since it did not come under the ambit of Indus-Water treaty agreement. Beside acquisition of 1219 Kanal and 4 Marlas land at Kwartanji village, the paper work for acquisition of 11 Kanals land at Dangdura has been finalized for construction of 140 meters concrete Dam and the same will be issued within next few weeks. With the execution of work on this prestigious power projects, nearly 6000 skilled and unskilled unemployed youths of the State will get job opportunities. When contacted Collector Land Acquisition Kishtwar Rajesh Kumar Shavan said that the process of land acquisition will be completed on priority basis. |
