| Matka, single digit lottery continues overtime | | Jammu Police ignorant or feigning ignorance? | | Abodh Sharma JAMMU, Dec 21: Vindicating the report of the CAG wherein it indicted State police, with special reference to Jammu police for deteriorating law and order situation and increasing crime graph, district police have failed to check the menace of gambling going on in certain areas of the city, three months after ET first broke the news of illegal single digit lottery being run by some unscrupulous elements in certain areas of the city including Gorakhnagar, Rajiv Nagar, Kalika Colony etc. Sources revealed to ET that several non locals have been running a well coordinated single digit lottery racket and have managed to rope in a huge clientele comprising men, women, school going children and even young girls, who make a bid on a number from 9-100 for Rs. 10/- and are paid Rs. 900/- if the bid is declared correct. "Four draws are held each day during morning, afternoon, evening and night and the bidder is issued a slip with signatures, confirming the numbers he bids on," said a resident. "The menace has percolated deep and wide and even school kids and housewives can be seen betting on numbers," he added. "The lottery has been promoting more evils in the area like boozing, violence and eve teasing," he added further. The receipt in picture shows that the bidder invested Rs. 60/- bidding on six, 74,90, 13, 24, 46, 71 numbers in the night draw of December 18. The slip also shows signatures of the vendor who is instrumental in running the racket. It is pertinent to mention here that the SHO Bagh-e-Bahu had expressed ignorance on any lottery racket going on in his area three months back when ET broke the story. Meanwhile, casting serious aspersions on the performance of the Jammu Police, CAG in its report had pointed out that the crime rate in Jammu district increased from 3,516 in 2007 to 4,158 during 2011, the rate of investigation is only 40 per cent. Crime cases pending investigation had increased substantially ranging from 1,107 cases in the year 2007 to 4,158 cases in the year 2011, as a result of which the law and order situation in Jammu district is alarming, the report said. Giving further details, it said that of the total 6,922 cases in 2011, investigation in 2,764 cases (40 per cent) have been completed and 4,158 cases are pending investigation as it constitutes 60 per cent. |
