Asgar Ali refutes NC spokesperson's allegation 80% decisions of DDB meetings not implemented, demanded probe into ET report

KISHTWAR, Dec. 28: Refuting the allegation of neglecting Kishtwar by Mufti Mohammad Sayeed during his regime leveled by MLA Kishtwar and NC spokesperson Sajjad Ahmed Kichloo, People’s Democratic Party MLC from Kishtwar Syed Asgar Ali in a press conference at Dak Banglow Kishtwar put the blame on coalition Government of befooling the people of entire State in general and the people of Kishtwar in particular. He alleged that 80% decisions taken in District Development Board meetings of District Kishtwar have not been implemented as a result of which the developmental works in District Kishtwar hampers badly.
Lambasting over the local representative of collation Government from Kishtwar, Asgar Ali said that the town of Kishtwar is in its shabby condition and the authorities at the helm of affairs have failed to utilized the 63 crore mega project under UDISSMT scheme for their vested interests. Expressing his displeasure over the functioning of Kishtwar Development Authority (KDA) Syed Asgar Ali said that KDA and Bhaderwah Development Authority (BDA) were created by Mufti Mohammad Syed simultaneously when he was Chief Minister of the state and said that at the same time BDA did excellent as compared to KDA. He said that created a good tourist infrastructure as a result of which near about 68000 tourists visited Bhaderwah, whereas KDA has miserably failed to create tourist infrastructures even maintain the natural historic places despite of the fact that there is no dearth of funds.
He alleged that the KDA has misused the funds on the name of development of Chowghan and have defaced its original look on the name of its beautification.
While lambasting the functioning of Rural Development Department, Syed Asgar Ali demanded the probe into news report published in "Early Times" regarding job card scandal and also in withdrawal of money on account of material cost under MGNREGA on the name of Sarpanches in Marwah block of Kishtwar District. He said that such embezzlement which runs into several corers is not possible without political shelter to these corrupt officials. He said that the successive governments which ruled this state for more than two decades have created big hurdles for constructing the Hydro Electric Power Projects in Kishtwar particularly the local representative of this area who have illegally declared a hebetated area of Dachhan as wild life century, and deprived the people of this area from road connectivity and other developmental works as no forest clearance was granted for construction of roads and hydro electric projects. Lauding the role of Mufi Mohd Syed, he said that during the PDP-Congress collection Government , the then Forest Minister Qazi Mohammad Afzal was deputed along with team of forest experts for on spot inspection, and it was ascertained by the experts that the area which was declared as wild life century was a human populated area and no wild animal can live there. The team of experts managed to de-notified the same area and notify the feasible and actual area as Wild life century. He said that it was PDP Government who accorded forest clearance for Patimhalla-Dachhan road and Hydro Electric Project Projects was granted which opened new window for the people of this area . He said that the credit for creation of three new Tehsil, two Niabits, connecting Warwan and Marwah with road link from Kashmir side are the achievements of PDP.
Leveling serious allegations over the Government he said that there is open loot in Rural Development Department , and the authorities at the helm of affairs are depriving the actual beneficiaries from their legitimate dues under MGNREGA , the job card holder's material component is being drawn through middlemen and putting it in their own pockets , citing a glaring example he said that a plantation watcher is enjoying the assignment of VLW from years together and said that one VLW is possessing the charge of 7 Panchayats in one Block. He said that the present collection Government has miserably failed to construct the school buildings, posting of proper staff in hanging schools despite of the fact that free flow of funds under SSA and RAMSA is available with the Government. He said that it was decided in District Development Board meeting held under the chairmanship of Chief Minister Omer Abdullah that in all the Hydro Electric Power Projects , local youths will be employed in these projects, but said such decision has not been followed in Ratle H.E Project which has recently been started. He cautioned the general public to become aware about the self centered attitude of collection government and its representatives.
