Rs 435 cr cleared; PDD still owes Rs 322 crore to NHPC

Jammu, Dec 28: Power Development Department (PDD) owes a whooping Rs. 322.59 crore to National Hydrochloric Project Corporation (NHPC). NHPC recently agitated the issue before Northern Region Power Committee (NRPC) alleging that J&K is its number one defaulter and is the only state that hasn't made any payment during the current financial year, despite repeated requests and personal meetings with the representatives of PDD at Jammu, who assured of clearing the default at the earliest. The default money is yet to be cleared. This default is in the amount which the PDD is obliged to NHPC for the energy supplied upto October, 2012. Power grid too has complained of PDD not having opened Irrevocable Letter of Credit, which is mandatory as per CERC Regulations. It has said that J&K preferred not to take any action despite the fact that the issue was discussed regularly in all the Technical Committee Meetings as well as Northern Regional Power Committee (NRPC) meetings. Northern Regional Load Dispatch Center (NRLDC) has raised the bills amounting to Rs. 27.02 Lakh towards NRLDC fee and charges from October, 2010 as per the Order dated 11th March, 2011 passed by CERC in petition NO. 91 /2010 for the control period 2009 - 14 in accordance with CERC (Fee and charges of Regional Load Despatch Centre and other related matters) Regulations, 2009.
Further, as on 31-10-2012, the outstanding Reactive Energy Charges (principal amount) against J&K were Rs. 168 crore during the current financial Year. In addition to outstanding during current financial year, NRPC agenda notes assessed by Early Times reveals that there is an outstanding reactive energy charges of Rs. 154 crore including interest of Rs. 54 crore against PDD, J&K upto financial year 2011-12. J&K has been asked to update the status regarding payment of outstanding reactive energy charges. J&K had recently claimed to have cleared Rs 435 crore outstanding Unscheduled Interchanges (UI) charges for energy drawn in excess of schedule. Power Development Department has cleared the outstanding Unscheduled Interchanges charges by depositing an amount of Rs 435 crore in the Northern Region UI Pool account and at present nothing is outstanding against Jammu and Kashmir as far as such charges are concerned.
Clearing this huge amount had become important for the state government since the Central Electricity Regulatory Commission (CERC) had expressed serious concern over the dilly-dallying tactics of Power Development Department in clearing the outstanding UI charges and had given warning to the State Government on November 5, 2012, failing which they would have approached Union Finance Secretary to get the amount deducted from the annual central plan assistance to the state.
