BDC polls likely in next few weeks : Omar

Jammu, Jan 14 : Block Development Council elections in Jammu and Kashmir, which were deferred in October last year to provide for quota to SC, ST and women, are expected in the next few weeks, Chief Minister Omar Abdullah said today. "We expect BDC elections within next few weeks. This will enable the panchayat institutions in the state to utilise all powers transferred to them," Omar said here. He was addressing a meeting of functionaries from the 14 departments whose works have been transferred to the panchayats. "Our aim is to establish a powerful panchayat system and transfer governance from civil secretariat to grassroots," he said, suggesting that his government was committed to ensure a powerful three-tier panchayati raj system in the state. Despite being faced with challenges like difficult topography and terrain, Jammu and Kashmir boasts a powerful panchayat system, the chief minister noted. Omar also called for better coordination among panch ayat representatives and government machinery to ensure effective functioning of panchayati raj institutions.
He asked the MLCs elected from panchayat quota to hold regular discussions with government officials and panchayat members, and advised them to bring any interference in their work to the notice of officials concerned.
Noting that panchayat members should have thorough understanding of their powers and duties, Omar underlined the need for participation of PRIs for effective implementation of state-sponsored schemes. He further said the concept of single-line administration needs to be extended to block and halqa levels. In his address, Rural Development Minister Ali Mohammad Sagar stressed for fast-tracking of the proposal of insurance cover and honorarium for panchayat members.
