Cong presents report on 'provisions' of 73rd amendment
Coordination Committee meeting: First step towards BDC polls

Jammu, Jan 14: In what can be seen as the major step towards holding of Block Development Council Polls in the J&K state, Congress today presented the report prepared by its internal committee on the provisions of the 73rd constitutional amendment that party is seeking to be incorporated in the J&K Panchayati Raj Act in order to give more powers to members and functional autonomy to the institution. The draft copy of the report containing recommendations was presented by the J&K PCC chief Prof Saif-ud-Din Soz in the Alliance Coordination Co-mmittee meeting held here today. Block Development Committee polls were deferred few months back as Congress put its foot down and asserted these could not be held before certain provisions of the amendment were incorporated in the state Act.
"We submitted the report with recommendations which are beneficial for the state and in direction of empowerment of the Panchayati Raj system", said Prof Soz while speaking to media after meeting, adding that this would pave way for holding the BDC polls as both alliance partners are now 'together' on this issue. However, in the same breath Soz said Congress had never asked for incorporating the constitutional amendment in toto but was only particular for certain provisions that would give more powers to the members. Maintaining that an election chart would soon be prepared by the coalition government, JKPCC chief said holding of Urban Local Bodies Polls too is under consideration and both would be held as per the priority listed by the government. "We have not forgotten Municipal polls….this is well in the mind of the coalition", he added.
" It is biggest development rather a success of alliance in today's meeting ", senior NC leader A R Rather representing ruling party in the Coordination panel said . "Congress has presented its copy of recommendations ….we will study them and soon convene next meeting for taking a final decision. " We shall have to incorporate the provisions for conducting BDC polls at the earliest …", NC veteran said , indicating NC too has agreed to incorporate the provisions as sought by the Congress.
Alliance Coordination Committee also discussed other issues in today's meeting but the thrust was on discussing issues related to empowerment and security to Panches and Sarpanches which has assumed significance in the wake of fresh spate of attack on these members in Kashmir. "The government is committed to ensure full protection and safety of PR members…….both the allies are together on the issue to make them feel secure …police and administration is fully alert…..government cannot be complacent on this issue", said JKPCC chief ."You will soon see the killers are arrested ", he asserted.
Choosing not to divulge on steps being taken by the government on security front, Prof Soz said utmost attention is being given to areas which are vulnerable by increasing the patrolling in such areas. Claiming that common people were by the side of Panches and Sarpanches , the Congress leader said they enjoy the popularity and have been elected on mass support. "People will never allow them to get killed …marauders have no support at the ground level …those days are gone ", Prof Soz said while replying to a query, adding "we hope this sense prevails ".
