Jammu, Jan 14: Four persons including Jail Superintendent, his deputy and a constable all posted in district jail Kathua were penalized while service of Chakra Hawaldar was terminated. The crackdown on them was ordered by government following submission of inquiry report. Additional Director General of Prisons Naveen Aggarwal confirming the reports said Chakra Hawaldar Ganesh Dass was dismissed from his service for his role in taking the under trail out of the jail premises in an unauthorized manner and giving him a chance to escape from the jail.
He further said that rest of the three jail cops including Jail Superintendent Bhadur Singh Jasrotia, Assistant Jail Superintendent Surinder Kumar and constable Surinder Choudary were penalized heavily.
While the three prison staff members including Assistant Deputy Superintendent Surinder Kumar, Havaldar Ganesh Dass and night duty In-charge Surinder Singh Choudary were already suspended for security lapses which led to the escape of murder accused undertrial Sohan Singh from Kathua Jail. The jail Superintendent was penalized on the recommendation of the probe committee. The high level committee was constituted in mysterious 'escape' of a murder trial from Kathua Jail in August previous year, underling the misusing of official chair by the jail cops including jail Superintendent and others recommended termination of services of Superintendent Jail and Chakra Hawaldar and registering an FIR in this regard. The report was submitted to the Additional Director General (ADG) of Prisones Naveen
Aggarwal for further action.Worthwhile to mention here that the Departmental Inquiry Committee was constituted by ADG Prisons after an under trial gave slip to police from Kathua Jail.
Though the absconding under trail was re arrested, sources with in jail authorities said, the Jail Superintendent Bhadur Singh Jasrotia has been fined of Rs 10,000 cash with stopping of one year's increment and one year stagnation on same post. Similar to the Assistant Jail Superintendent Surinder Kumar with fine of Rs 20,000 while annual increment of night duty in charge Surinder Singh has been forfeited with cumulative effect.
Pertinent to mention, in the probe report it was stated that under trail was deputed by the Jail authority for milking the cow in the Govt Quarter of Superintendent Jail and it has been a routine for the last quite some time.
"To substantiate the findings the panel of inquiry recorded the statement of CRPF cops posted at the Kathua Jail who revealed that the under trail was never seen in prisoners uniform and was projected as domestic helper to Jail Superintendent,' reports said further.
Pertinently the murder accused under trial Sohan Singh (35) was imprisoned since 1998, had escaped while the prison premises was being mopped up as a routine affair. Earlier,during the probe ADG was apprised by jail administration that Singh was taken out from his barrack for routine domestic help who taking benefit of darkness and heavy rains during the wee hours that morning jumped over the fence and fled away on August 23.
