JAMMU, Feb 1: Health Department, the unbridled horse, flouts all norms and goes without transfer policy. The information was given by the PIO in response to an RTI. The RTI was filed by High Court Jammu lawyers and activists Kovid Khosla and Shashi Paul who sought information from Director Health Services, Jammu regarding details of staff posted in Director Health Jammu Stores/CMO Jammu Stores with names, parentage, designation, qualification, posts held, period of stay at such office, date of joining and previous place of posting.
Responding to the petition No COS/I/RTI 1215, Health Department, Jammu in reply admitted violations of norms as set by Government. There are 10 officers/ officials posted in the office of Controller of Stores (Health), Jammu, CMO Office Jammu and among mostly are those employees who stayed in this Controller of Stores (COS) for the last 10 years and there are some who have been enjoying lucrative postings since 1992.
They include Raman Kumar Anand, Junior Pharmacist posted in COS (H) in the year 11.4.2002 and till date embedded on the chair in same office, Surinder Chadha, Supervisory Pharmacist earlier enjoyed 13 years posting in COS (H) since 26.11.86 to 16.4.1999, again manage to get posted in the same office in the year 2007 and till date he is occupying the seat as if the 'gentleman' has applied glue on that particular chair, thereby making a mockery of the laid down norms.
Another blue eyed employee namely Karan Singh, Packer, has glued himself in COS (H) Jammu since 2001, the same glue stick has been managed by one Vijay Kumar and Des Raj, both Chowkidars in COS (H), Jammu since 1991.
Though Health Minister warned action against attachment, the same is brazenly flouted by a Dr Radhay Sham. This Dr managed attachment in his home town Bani Hospital for the last 20 years and has opened his own clinic over there. His actual posting is in village Sandroon. |
